RECOMMENDATION

 

Staff recommends the City Council (1) allocate Community Development Block Grant (CDBG) funds for Fiscal Year (FY) 2020/2021; (2) adopt a resolution authorizing the filing of the FY 2020/2021 application for funding from the CDBG program (Attachment No. 1); and (3) approve a CDBG Reimbursable Contract with the County of Los Angeles (County) concerning Culver City’s FY 2020/2021 CDBG Allocation.

 

 

BACKGROUND/DISCUSSION

 

CDBG funding for FY 2020/2021 is anticipated to be approximately $190,000.  The actual amount of FY 2020/2021 funding will be determined by the County in March 2020 after remittance of the City’s CDBG application. 

 

CDBG rules allow for up to fifteen percent (15%) of the total available CDBG funds to be allocated for funding salaries of eligible public service staff positions.  The Parks, Recreation & Community Services (PRCS) Coordinator (the former Disability and Social Services Specialist) position in PRCS has been partially funded with CDBG funds for the past thirty-two years. 

 

The remaining funds may only be used for eligible capital improvement projects.  In Culver City, eligible capital improvement projects are limited to those benefiting the elderly and disabled (such as curb and sidewalk repairs) due to the City’s economic demographics. (Attachment No. 2)

    

The CDBG Advisory Committee met on November 21, 2019, to consider potential projects and to make a recommendation to the City Council regarding use of available FY 2020/2021 CDBG funds and voted to recommend to the City Council that available CDBG funding for FY 2020/2021 be allocated in the order prioritized below. 

                     

Priority No. 1: Ongoing Social Service Project

 

Recreation & Community Services Coordinator Salary (~$28,000)

 

The Recreation & Community Services Coordinator (the former Disability and Social Services Specialist) position in the Parks, Recreation & Community Services Department has been partially funded with CDBG funds for the past thirty-two years.  This staff member assists residents with disabilities by identifying, implementing, conducting and facilitating available community resources and services.  Funding this staff position to the maximum amount allowed by CDBG rules is supported and recommended by the CDBG Advisory Committee, the Disability Advisory Committee, and the Parks, Recreation & Community Services Department.

 

Priority No. 2: Proposed Capital Improvement Project(s)

 

Americans with Disabilities Act (ADA) Transition Project (~$162,000)

 

The City is required to upgrade curb ramps to meet current ADA standards whenever the City overlays or resurfaces an adjacent roadway.  This proposed project will upgrade curb ramps that are not compliant with current ADA standards at the following locations in the numbers indicated:

                     Centinela Ave at Radisson Dr (4)

                     Centinela Ave at Bristol Parkway (2)

                     Jefferson Blvd at Slauson Ave (5)

                     Coombs Ave at Culver Blvd (2)

                     Coombs Ave at Barman Ave (2)

                     Madison Ave at Culver Blvd (3)

                     Cambridge Way at Canterbury Dr (2)

                     Windsor Way at Canterbury Dr (2)

                     Windsor Way at Buckingham Parkway (2)

                     Sumner Way at Canterbury Dr (2)

                     Sumner Way at Buckingham Parkway (2)

                     Kensington Way at Canterbury Dr (2)

                     Kensington Way at Buckingham Parkway (3)

 

 

FISCAL ANALYSIS

 

The total estimated project cost is $189,000.  The proposed project will be funded with $162,000 of CDBG Funds, or the full amount of all remaining unallocated FY 2020/2021 CDBG funds available after allocation of the maximum permissible amount for the proposed Social Services Program. - with the balance of approximately $27,000 to be funded by City's FY 2019/2020 CIP budget or unexpended CDBG funds currently on account.  Funding this capital improvement project is supported and recommended by the CDBG Advisory Committee, the Disability Advisory Committee, and the Parks, Recreation & Community Services Department.

 

The use of CDBG funding reduces the demand on the General Fund in a dollar-for-dollar amount.  Funding for the Recreation & Community Services Coordinator staff position will be supplemented by the General Fund.

MOTION

 

That the City Council:

 

1.                     Allocate funding for the proposed FY 2020/2021 CDBG projects; and,

 

2.                     Adopt a resolution authorizing the filing of the FY 2020/2021 application for funding from the CDBG Program, including all certifications; and,

 

3.                     Designate the City Manager as the authorized City official to execute and file all documents pertaining to the CDBG program, including making minor adjustments to project funding to address the actual FY 2020/2021 CDBG Allocation; and,

 

4.                     Approve the CDBG Reimbursable Contract with the County of Los Angeles concerning Culver City’s FY 2020/2021 CDBG Allocation; and,

 

5.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

6.                     Authorize the City Manager to execute such documents on behalf of the City.
