RECOMMENDATION

 

Staff will provide an update on the Hayden Tract Specific Plan. Members may discuss and provide staff with input.

 

 

BACKGROUND/DISCUSSION

 

The General Plan identifies the Hayden Tract as a special study area. To help shape this neighborhood and provide amenities for future neighborhood residents, the City has initiated the Hayden Tract Specific Plan project. The specific plan studies the neighborhood in greater detail and is intended to provide regulations for development of the public and private realm, roadway standards, and guidance for parks and other public amenities.

 

Complete Streets and Multimodal Connections

 

The Specific Plan envisions a connected system of streets and mobility options that make it easy to get around on foot, by bike, by transit, and through shared mobility. The Complete Street standards will prioritize shade, lighting, expanded sidewalks, safe crossings, and transit connections. Potential City actions to help support smart growth include additional Ballona Creek access and crossings, and a new pedestrian pathway along the Creek.

 

The plan will also increase pedestrian and bicycle safety and mobility with targeted pathway and sidewalk improvements. As properties redevelop, widened sidewalks, enhanced crosswalks, and new pedestrian and bicycle connections will improve safety and comfort while preserving loading, deliveries, and operating needs. New and improved pedestrian bicycle routes will connect development to regional transit, open space, and surrounding destinations. The plan will also support shared parking, curb management, and flexible mobility options such as shuttle or micro-transit services. Development standards that respond to the neighborhood’s unique context will shape how buildings meet the street to support comfortable walking environments despite increasing density.
