RECOMMENDATION
Staff recommends the City Council adopt a resolution authorizing staff to submit applications for Measure A Grant funding from the Los Angeles County Regional Park and Open Space District.
BACKGROUND/ DISCUSSION
The Los Angeles County Regional Park and Open Space District (RPOSD) is responsible for implementing and administering the Los Angeles County Safe, Clean Neighborhood Parks and Beaches Measure of 2016 (Measure A). These dedicated funds provide local funding for park, recreation, and open space projects and their maintenance through both formula-based allocations and competitive grants. Parks, Recreation and Community Services (PRCS) primarily utilize funds from the following two areas:
Annual Allocations: Community-Based Park Investment Program funds are allocated to Culver City using a Per Capita and Structural Improvements Formula. These funds are available on an annual basis for various projects such as greenspace development, urban canopy development, refurbishment, updating parks, and for projects that are focused on park safety, graffiti removal, and facility safety lighting.
Maintenance and Servicing Funds: These funds can be used to offset the increased and ongoing maintenance costs for projects that were funded with grants from RPOSD. Within Culver City, this includes the ongoing maintenance for the Culver City Senior Center.
The City of Culver City has accumulated $1,777,629 in Annual Allocations and $235,206.09 in Maintenance and Servicing Funds. Measure A funding does not require any matching funds from the City.
During the March 20, 2024, PRCS Department Work Plan presentation to the City Council, staff recommended the Culver West Alexander Park Age 2-5 Playground and Age 5-10 Playground Rehabilitation for the Measure A Annual Allocation funding. The maintenance and service funding will continue to be used for maintenance at the Culver City Senior Center.
FISCAL ANALYSIS
The Measure A funding is reimbursement-based. The Adopted Budget for Fiscal Year 2024-2025 Budget appropriated $600,000 new funding and $398,888 in carryover funding in CIP Project No. PP014 (Park Playground Rehabilitation) for playground rehabilitation including work at Culver West Alexander Park. The funding was appropriated from the General Fund into the Capital Improvements and Acquisition Fund - Facility Planning Reserve (Fund 420F) in anticipation of the reimbursement with Measure A funding. When the Measure A funding is received, it will reimburse Fund 420 and can be returned to the General Fund to be available for other projects. CIP Project No. PP014 can be found on page 480 of the budget book.
For Maintenance and Servicing at the Senior Center, the Adopted Budget for Fiscal Year 2024-2025 includes $87,905 of funding in 41460903.600100 (Building Maintenance - Repair & Maintenance Building) in the Public Works section of the budget book on page 442. Senior Center maintenance is primarily funded annually through the reimbursement from Measure A.
