RECOMMENDATION:
Staff recommends that the City Council approve a purchase order with Mallory
Safety & Supply for the purchase of disaster preparedness equipment.
BACKGROUND:
The City has been awarded grant funding from the 2011 Urban Areas Security
Initiative Grant Program (UASI Grant). The UASI Grant is administered through the
United States Department of Homeland Security and is essential for local
preparedness.
The City is fortunate to be located within a region that was given funding priority by
the Federal Government for the purpose of disaster preparedness and terrorism
related event mitigation.
In order to be eligible for UASI Grant funding, agencies must engage in projects that
meet identified national, state, and local priorities and these projects are required to
be regional in nature with multi jurisdictional and preferably multi-disciplined benefits.
The City worked closely with its regional partners and the LA County Police Chiefs
Association to identify specific projects that would be beneficial to all of the area law
enforcement agencies. These projects entail further development of our regional
approach to training of personnel to enhance the competencies and capabilities of
our officers and to enhance our technologies and equipment.

DISCUSSION:
The Federal Government desires to enhance the capabilities, competencies, and the
preparedness of local municipalities to respond, engage, sustain operations, and
recover from incidents of terrorism and chemical, biological, explosive, radiological,
or nuclear (CBRNE) events, and catastrophes occurring in our region. Funding for
such efforts was made available on a competitive basis through the Department of
Homeland Security’s Los Angeles-Long Beach Urban Area Security Initiative Grant
Program.
In the 2011 UASI Grant process, the City of Culver City was awarded funding for
several programs critical to regional preparedness and was successful in obtaining a
total of $247,300, including the following allocation:
1) Personal Protection Equipment (PPE) rated for CBRNE $101,602.00
The funds will be used to replace existing personal protection suits that are
expired and out of compliance this also includes the replacements of our current
gas mask which are not currently rated for a nuclear event.
Mallory Safety and Supply is providing the equipment per a contract awarded
through a competitive bid process used by Fairfax County, Virginia and made
available to the City via membership in the U.S. Communities purchasing
cooperative. Consequently, this procurement is excepted from additional
competitive bid requirements per Culver City Municipal Code Section 3.07.045.G,
which excepts bidding requirements “where competitive bid procedures have already
been utilized by the City, another public agency, including, but not limited to, federal,
state and county governments, including, state of California agencies, counties,
cities, joint power agencies and special districts, or nonprofit agencies…”
FISCAL ANALYSIS:
The total cost for the disaster preparedness equipment is $99,982.69. There are
sufficient funds appropriated in the Urban Area Security Initiative Grant – 41440918
to cover the cost of this procurement. No matching funds are required from the City.

MOTION:
That the City Council:
1. Approve a purchase order with Mallory Safety & Supply to purchase
emergency preparedness equipment in an amount not-to-exceed
$99,982.69; and,
2. Authorize the Chief Financial Officer to review/prepare the necessary
documents; and,
3. Authorize the City Manager to execute such documents on behalf of the
City.
