RECOMMENDATION
Staff recommends the City Council approve the adjusted salary schedule for the Culver City Police Management Group (CCPMG) and the Culver City Police Officer’s Association (CCPOA) effective retroactively to July 17, 2023, in accordance with the Salary Initiative Ordinance.
BACKGROUND / DISCUSSION
The Salary Initiative Ordinance, initially adopted by the Culver City electorate in 1953, and subsequently amended in 1983, requires that the City Council adjust salaries for its sworn police and fire employees by an average increase of base salaries provided by the City and/or County of Los Angeles. The Los Angeles City Council recently approved a new successor Memorandum of Understanding (MOU 24) for the Association of the Los Angeles City Police Officers, Lieutenant, and Below Representation Unit /Los Angeles Police Protective league on August 23, 2023.
The new contract term approved by the Los Angeles City Council is four (4) years, effective July 1, 2023, through June 30, 2027. The City of Culver City will be adjusting the base wage salary increase for the CCPMG and CCPOA as follows:

*Note: The last increase indicated is outside of the current contract term for PMG and POA.
In accordance with the Salary Initiative Ordinance, adjustments will be made contingent upon City Council approval of the salary schedules. Adjustments, retroactive to July 17, 2023, will be paid to CCPMG and CCPOA represented employees at a date to be determined following council approval.
CCPMG MOU Article Two, Section VIII(C) provides, in relevant part, that:
To the extent that such additional salary increases awarded to LAPD or LASD prior to June 30, 2025, total less than 8.75% (4.375% due to CCPMG per the SIO), the City shall increase the CCPMG’s Management Incentive Pay by the difference between the SIO increase and 4.375% effective July 1, 2024.
The increases afforded by the City of Los Angeles for its LAPD personnel through MOU 24 as outlined above will result in SIO increases for CCPMG members in the amount of 4.5% by June 29, 2025. Therefore, under CCPMG MOU Article Two, Section VIII(C), the City will not increase the CCPMG’s Management Incentive Pay because the aforementioned 4.5% SIO increases total more than 4.375%.
CCPOA MOU Article Two, Section VII (B) provides, in relevant part, that:

FISCAL ANALYSIS
The annual fiscal impact of the Salary Initiative Ordinance increase of 1.50% effective retroactive to July 17, 2023, equates to approximately $240,280 for the Culver City Police Officer’s Association. The annual fiscal impact of the Salary Initiative Ordinance increase of 1.50% effective retroactive to July 17, 2023, equates to approximately $51,175 for the Culver City Police Management Group. The Adopted Budget for Fiscal Year 2023-2024 includes sufficient funding to cover these increases.
