RECOMMENDATION:
Staff recommends the City Council award a construction contract to Unique
Performance Construction, Inc. as the lowest responsive and responsible bidder, to
complete the necessary work for the Washington Place Streetlight Improvement
Project, Phase II, P-684.
BACKGROUND:
On June 27, 2011, the City Council approved the plans and specifications and
authorized the advertisement of bids for the Washington Place Streetlight
Improvement Project, Washington Boulevard Streetlight Improvement, and the
Induction Streetlight Conversion Project as one Combined Streetlight Improvement
Project. A segment of work on Washington Place is within the City of Los Angeles
but serves Culver City residents. This segment was removed from the
advertisement of bids of the above project in order to give staff time to get permits
from the City of Los Angeles.
Recently staff was able to obtain permission from the City of Los Angeles to install
the streetlights within their jurisdiction. Staff then recently advertised for construction
bids for this work that was carved out of the original larger project.
The project scope includes the replacement of the conduits, wiring, and the removal
and replacement of fourteen (14) existing non-standard concrete streetlights with
new 28-foot-high anti-graffiti ‘marbelite’ streetlight standards and new fixtures with
energy efficient 250W Induction lamps.

DISCUSSION:
On March 7, 2013, the City Clerk’s Office staff publicly opened the bids. Seven (7)
contractors responded with the following bid amounts:

Staff reviewed the bid proposal of the lowest bidder, Unique Performance, and found
the bid documents responsive and complete. Its bid bond, contractor’s license, and
worker’s compensation insurance were reviewed and determined to meet City
requirements. Unique Performance has satisfactorily completed similar streetlight
improvement projects with other municipal agencies in the local region.
Staff recommends that the City Council authorize the Public Works Director/City
Engineer to approve change orders in the amount not-to-exceed $17,000 (12%), if
necessary for unforeseen conditions and project enhancements.
The consultant inspector will be chosen from the City Council approved on-call list.

That the City Council:

responsive and responsible bidder, for the Washington Place Streetlight
Improvement Project, Phase II, in the amount of, $147,240.00, based on its bid;
and,
2) Authorize the Public Works Director/City Engineer to approve change orders in
an amount not-to-exceed $17,000.00, and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
