RECOMMENDATION
Staff recommends the City Council (1) approve a Residential Permit Parking Request for the 11100 block of Franklin Avenue, 11100 block of Farragut Drive, 4500 block of Star Circle, 4500 block of Commonwealth Circle; and the west side of Harter Avenue between Braddock Drive to the Culver City limit; and (2) authorize the Public Works Director/City Engineer to implement the new restrictions.
BACKGROUND
The current Procedures and Regulations for Residential Permit Parking Districts (Regulations) were adopted by the City Council in November 2013 (Attachment 1). The Regulations provide two types of pre-approved parking restrictions at all parking districts citywide. Section 7.3 of the Regulations allows residents to request parking restrictions that are outside of the two pre-approved restrictions via a petition with 75% approval and validated by a parking study.
For an area to be considered excessively impacted, Section 7.3.1 of the Regulations recommends that the parking study should be conducted over a three (3) week period and the resulting data should indicate an on-street occupancy rate of 75% or more.
DISCUSSION
On March 15, 2024, City staff received a request from residents of the 11100 block of Franklin Avenue, 11100 block of Farragut Drive, 4500 block of Star Circle, 4500 block of Commonwealth Circle to implement permit-only parking restrictions on their streets within parking District 10 (see Attachment 2). The requested restrictions are Permit-Only; Daily; 7 AM to 10 PM for residents and visitors vehicles displaying a valid parking permit for District 10.
On July 16, 2024, City staff received a petition and signatures from residents of 11100 block of Franklin Avenue, 11100 block of Farragut Drive, 4500 block of Star Circle, 4500 block of Commonwealth Circle. The petition documents clearly indicate the requested parking restriction and the costs associated with enrolling in the City’s Residential Permit Parking Program. City staff verified the signatures and concluded that the petition passed with 79% of the residents being in favor of the proposed parking restrictions.
On August 21, 2024, City staff sent a notification letter to all affected residents indicating the petition had passed.
A parking occupancy study was conducted on the streets from September 12 to September 14, 2024. The study counted the number of vehicles parked on each street at various times during each day. The data shows Franklin Ave and Farragut Dr between 50% and 58% occupancy during the survey period (see Attachment 3). Residents also provided staff with additional photos, videos, and written observations of the parking intrusions occurring over several weeknights and weekends.
The segment along the west side of Harter Avenue, between Braddock Drive and the Culver City limit, is included in this request since it was part of the original implementation of parking restrictions along Farragut Drive. There are no addresses along this segment and no homes front Harter Avenue.
After reviewing the parking data and all correspondence and evidence provided by the residents, the parking occupancy study was approved by the Public Works Director/City Engineer on October 24, 2024. The approval was made in accordance with Section 3.C of the Regulations that provide the City Engineer sole discretion based on engineering judgement.
Staff recommends, that the City Council consider the parking restrictions as requested by the residents.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funding for the purchase of parking restriction signs needed to implement the proposed restrictions in Account No. 10160210.514100 (Streets Division - Departmental Special Supplies) which can be found in the Public Works section of the budget book on page 415.

MOTIONS
That the City Council:
1. If desired, approve a Residential Permit Parking Request for the 11100 block of Franklin Avenue, 11100 block of Farragut Drive, 4500 block of Star Circle, 4500 block of Commonwealth Circle; and the west side of Harter Avenue between Braddock Drive to the Culver City limit; and
2. If the Residential Permit Parking is approved, authorize the Public Works Director/City Engineer to implement the new restrictions; and
3. Provide other direction to the City Manager as deemed appropriate.
