City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council approve the final plans and specifications and authorize advertising for bids for the Fire Station #3 Project, P-857. BACKGROUND: The existing Fire Station #3, located at 11304 Segrell Way, is a wood frame structure that was built in 1955. Due to the age of this structure, it does not meet current seismic or building code requirements and it lacks the proper size to accommodate required staffing levels or specialized fire fighting equipment. On June 6, 2004, the Redevelopment Agency authorized a professional services agreement with WLC Architects to prepare an analysis and conceptual design for either the remodel or relocation of the existing Fire Station #3. The City owns a one- acre parcel of land at 6030 Bristol Parkway, located in a non-residential area, which is currently being used as an equipment storage yard for the Public Works Department. This site was included in the analysis for potential relocation of Fire Station #3. In all areas of comparison in the WLC analysis, it was determined that construction of a new fire station at the Bristol Parkway site was deemed the most practical way to meet the needs of the Fire Department rather than a remodel or demolition and reconstruction of the existing fire station. Of particular concern for the Fire Department is the need for an additional apparatus bay to meet current equipment needs and additional room for the required fire personnel. Fulwood (03/20/07) City of Culver City, California City Council Agenda Item Report DISCUSSION: On February 13, 2006, the City Council approved a 12,216 square foot three-bay, two- story design for the new Fire Station #3. Several meetings were then held with Fire Department staff to finalize the details of the conceptual design for the new station, and on May 18, 2006 an application was submitted to the Planning Division for an Administrative Site Plan Review. On August 17, 2006, the Administrative Site Plan Review was approved by the Deputy Community Development Director. Final construction design for the new station was then started and meetings with Fire Department and Public Works Department staff were held to finalize operational and maintenance issues. The final construction plans were submitted to the Building and Safety Division for plan check review on February 1, 2007. Plan check corrections were returned to the architect on February 23, 2007. The plans were corrected and resubmitted to Building and Safety Division. The final approval of the plans is expected before this meeting. The specifications were prepared by the architect and reviewed and approved by the design consultant and City staff. It is anticipated that the award date for the project will occur in May 2007 with construction commencing in June 2007. The project is slated to be completed in March 2008. A detailed project schedule is attached. FISCAL ANALYSIS: It is a policy of the City Council not to disclose the budget of the project during the bidding period.
