RECOMMENDATION
Staff recommends the City Council adopt a resolution authorizing an extension of time for the levy and collection of the 2017 Culver City Arts District Business Improvement District (CCAD BID) Assessments.
BACKGROUND/DISCUSSION
On February 22, 2016, the City Council adopted an ordinance establishing the CCAD BID and approving the levy of the District assessment for 2016. Assessments were subsequently levied in March 2016.
Since this time, the Culver City Arts District Business Improvement District (CCAD BID) Advisory Board has been diligently working in good faith to complete its ambitious “first-year” work plan, which includes developing a new website, retaining a part-time marketing consultant, forming a non-profit 501(c)(6) organization, enhancing maintenance in the area, designing and implementing a new banner program, producing Artwalk 2016, and hosting other CCAD BID events.
The CCAD BID has made good progress on their projects, however, the Advisory Board would like to delay the renewal process for one month to allow further completion of these efforts, which were delayed due to setbacks in securing marketing and legal services. The process to engage the legal service for the non-profit formation took more time than anticipated due to resolution of insurance issues and the fact that the part-time marketing consultant hired in July 2016 recently took a full time position with another organization.
The Advisory Board is proposing to complete their 2017 work plan and budget no later than January 2017 and initiate the renewal process, to include the Resolution of Intent and Public Hearing no later than February 2017. Assessments will then be levied shortly thereafter and due in April 2017. The proposed timeframe varies from the timeframe required by the ordinance establishing the CCAD BID; therefore, staff recommends adoption of the proposed Resolution, authorizing an extension of the time to proceed with the renewal process according to the schedule set forth above.
FISCAL IMPACT
There is no fiscal impact in delaying the assessment proceedings for the Culver City Arts District.
