RECOMMENDATION
Staff recommends the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for the construction of Diversion of Sewer Pipelines to Abandon Fox Hills Sewer Pump Station, PW003.
BACKGROUND
The City of Culver City currently owns and maintains six (6) sewage pump stations at the following locations:
1. Braddock Station - 11285 Braddock Drive, Reconstructed in 2011
2. Fox Hills Station - 5900 Sepulveda Boulevard, Constructed in 1976
3. Bristol Station - 6399 Bristol Parkway, Constructed in 1968
4. Jasmine Station - 4496 Jasmine Avenue, Reconstructed in 1996
5. Hayden Station - 8620 Hayden Place, Constructed in 1976
6. Bankfield Station -5722 Bankfield Avenue, Constructed in 2021
These sewage pump stations are necessary in order to pump sewage from low-lying areas into gravity systems at higher elevations that ultimately flow to the City of Los Angeles Hyperion Sewage Treatment Plant. These pump stations are maintained by the Culver City Public Works Department Maintenance Operations Division. The electrical components, sewer pumps, wet wells, valve vaults, and force mains, need to be monitored and maintained to assure proper function.
In 2008, as authorized by the City Council, an engineering study was conducted to determine whether the seven sewer pump stations could be consolidated to fewer pump stations. It was determined that it is possible to divert flows from four sewer pump stations to a new sewage pump station located immediately southeast of the 405 and 90 freeways. The consolidation of flows into a single pump station has several benefits, including (1) reducing energy and maintenance costs; (2) reducing the potential of sewer overflows by removing several older pump stations from operation.
In 2021, the Bankfield sewer pump station was constructed. In 2022, sewer flows from the Overland station and the Mesmer station were diverted to the Bankfield station. In addition, the Mesmer station was repurposed to capture dry weather run-off from Centinela Creek into the Mesmer Station where the run-off will be pumped into an existing sewer main for conveyance to City of Los Angeles’ Hyperion Treatment Plant for treatment.
DISCUSSION
Under the City Council on-call contract, GHD, Inc., designed the project. The diversion pipelines will be constructed from the Fox Hills sewer pump station (located inside the Westfield Mall parking lot near Macys’) to the newly constructed Bankfield pump station. The proposed diversion pipeline begins at the current Fox Hills pump station, then continues within the Westfield Mall parking lot toward the Sepulveda Boulevard and Bankfield intersection, and then runs along Bankfield Avenue toward the new Bankfield Sewer Pump Station.
The new sewer pipeline will be about 30 feet deep and will require microtunneling technology for construction. Two deep launching and receiving pits will have to be constructed in the Westfield Mall parking lot and two on Bankfield Avenue in order to install the micro tunneling machines to conduct the tunneling and install the sewer pipelines.
Staff has been in discussion with Westfield Mall to execute easements for the new sewer pipelines and a Right of Entry agreement for material and equipment staging, during construction, on the parking lot owned by Westfield Mall.

During the construction bidding period, staff will release a request for proposal for construction management and construction inspection services.
The existing Fox Hills Sewer Pump Station will then be decommissioned and demolished. Currently, the City is not yet negotiating the sale of this property with Westfield Mall.
FISCAL ANALYSIS
The project is funded with Sewer Enterprise Funds. The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funds to complete the project in CIP Account No. 204.80000.730100.PW003 (Sewer Enterprise Fund). This project can be found in the Capital Improvements section of the budget book in the Sewer Enterprise Fund (Fund 204).
