RECOMMENDATION
Staff recommends the City Council adopt respective resolutions approving side letters of agreement with the Culver City Police Officers’ Association, Culver City Police Management Group, Culver City Firefighters’ Association, and the Culver City Fire Management Group relating to filming and special event assignments.
BACKGROUND / DISCUSSION
Culver City Municipal Code (CCMC) § 11.14.035 requires film permittees to retain Culver City Police Department personnel to be present at all times during filming activity and Culver City Fire Department personnel to be present during filming activity, as required by the Fire Code, all at the permittee’s sole cost and expense. In addition, pursuant to CCMC § 17.520.030, special event permittees may be required, as part of the event conditions of approval, to retain Police and Fire Department personnel as determined by the City in order to address security and safety issues. Historically, these safety personnel have worked these assignments outside of their normal duties and work schedule.
Staff is proposing to change the current process so that safety personnel are assigned to staff filming and other special events within Culver City boundaries while on-duty. This will provide an improved administrative process to the City’s business partners and also provide the City with more program oversight.
Staff has met and conferred with the affected bargaining unit representatives over the proposed changes and prepared draft side letter agreements to reflect such changes. Should the City Council take the recommended actions this evening, the draft side letter agreements will be finalized and executed.
FISCAL ANALYSIS
These proposed changes will result in increased overtime expenditures which will be offset by fee collections.

RECOMMENDED MOTION(S)
That the City Council:
1. Adopt respective resolutions approving the Side Letters of Agreement with the Culver City Police Officers’ Association, Culver City Police Management Group, Culver City Firefighters’ Association, and the Culver City Fire Management Group relating to filming and special event assignments; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
