RECOMMENDATION

 

Staff recommends the City Council (1) approve an agreement with LAC Heating & Air, LLC to install a Heating, Ventilation, and Air Conditioning (HVAC) system and upgrade the electrical panel to a 400-AMP panel at Lindberg Park’s Stonehouse for an amount not-to-exceed $68,945; and (2) authorize the Parks, Recreation and Community Services Director to approve amendment(s) to the agreement in a contingency amount of up to an additional $6,895 (10%) for unexpected costs, for a total not-to-exceed amount of $75,840.

 

 

BACKGROUND

 

Lindberg Park, located at 5041 Rhoda Way, Culver City, 90230, is a 4.39-acre park located in the Studio Village neighborhood.  It features a basketball court, tennis courts, playground equipment, a multipurpose field, and a recreational building, commonly known as the Stonehouse. 

 

Lindberg Park Picnic Area Rehabilitation Improvement Project

 

In April 2022, the City of Culver City received the fully executed grant agreement for the Lindberg Park Picnic Area Rehabilitation and Stone House HVAC Upgrade Project (Project). The Project is funded by the Parks and Water Bond Act of 2018, also known as Proposition 68, per Capita funds.  As part of the Project, the City is seeking to install a new air conditioning unit with an upgraded heating unit as well as a new electrical panel to support the system.

 

 

DISCUSSION

 

On September 14, 2023, the City released a Request for Proposals (RFP) for the HVAC system and electrical panel upgrade at Lindberg Park.  The deadline for proposals closed on September 28, 2023.  At that time, the City did not receive any bids.  The proposal deadline was extended twice in an effort to secure bids for the project.  During the extensions, an advertising push was done through the bidding system’s online platform, each company that opened the RFP was contacted and given the opportunity to ask any questions, and PRCS reached out to companies that had done similar work with the City in the past.  The final proposal deadline concluded on October 19, 2023, and one proposal was received. 

 

The proposal received from LAC Heather & Air, LLC is in the amount of $68,945.  LAC Heating & Air, LLC has been in existence for nine years and has a team of six certified technicians, two office personnel, and a field supervisor.  Their office in Montebello, CA will be directly overseeing the project and through their nine years of work, they have handled a wide range of commercial projects similar to the City’s Project. Staff recommends the City Council approve an agreement with LAC Heating & Air, LLC.

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2023-2024 includes Capital Improvement Project (CIP) #PZ731 for the Lindberg Project. Account 42380000.730100.PZ731 contains the grant funds of $202,505 which are eligible to fund the HVAC system and electrical panel upgrade.

RECOMMENDED MOTIONS

 

That the City Council:

 

1.                     Approve an agreement with LAC Heating & Air, LLC to install a Heating, Ventilation, and Air Conditioning system and upgrade the electrical panel to a 400-AMP panel at Lindberg Park’s Stonehouse for an amount not-to-exceed $68,945; and,

 

2.                     Authorize the Parks, Recreation and Community Services Director to approve amendment(s) to the agreement in a contingency amount of up to an additional $6,895 (10%) for unexpected costs, for a total not-to-exceed amount of $75,840; and,

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
