RECOMMENDATION:
Staff recommends the City Council approve the final construction plans and
specifications and authorize staff to advertise for bids for the construction of the
permanent Skateboard Park Project (P-830) located at 9910 Jefferson Boulevard.
BACKGROUND:
On January 9, 2006, City Council approved that the permanent Skate Park be
located in the grassy bowl at Culver Park. On March 6, 2006, City Council
reconsidered the location of the permanent Skate Park and approved it being
located where the Temporary Skate Park now exists.
On March 27, 2006, the City Council approved an increase in the contract amount
with SITE Design Group, Inc. from $47,885 to $79,210, for the final design of the
construction plans and specifications at the new site location.
Staff had administratively awarded a contract with Kleinfelder, Inc., for the soil
analysis at the location of the Skate Park in the grassy bowl. The first agreement
had a not-to-exceed amount of $8,635. The work was completed. After the location
of the Skate Park was changed, it required a new soil analysis, and a contract with
Kleinfelder, Inc., in the amount of $6,880 was approved by City Council on April 10,
2006.

DISCUSSION:
The final construction plans and specifications are completed. Also the soil analysis
determined that the site is suitable for construction. As was understood at the
beginning of this design phase, the final location for the Skate Park had physical
challenges. To fit the new Skate Park into the site, the design needed to include a
retaining wall. All of the original skateboard elements are still in-tact, however, the
relative location of the elements to each other had to be changed. One of the minor
design adjustments is that the Trog Bowl was relocated from the side of the main
rectangle to the head of the rectangle giving the Skateboard Park a more elongated
perspective along Jefferson Boulevard.
Staff is recommending that the final plans and specifications for the new permanent
Skate Park be approved. Staff is also recommending that the project be advertised
for construction bids.
The award of the construction contract is anticipated to occur at a City Council
meeting in October 2006. The construction of the project is slated to begin in
November 2006 and be substantially completed by February 2007.
FISCAL ANALYSIS:
There are sufficient funds available to construct the project per the Engineer’s
estimate and available project budget.
