RECOMMENDATION
Staff recommends that the Cultural Affairs Commission (CAC): (1) dissolve and create subcommittees to reflect the FY 2023 - 2024 Cultural Affairs work plan which includes dissolution of the Ad Hoc 2023 Performing Arts Grant Program Subcommittee, creation of an Ad Hoc 2024 Performing Arts Grant Program Subcommittee and creation of an Ad Hoc Cultural Plan Subcommittee; and (2) Assign Commissioners to Ad Hoc and Standing Subcommittees for the fiscal year.
BACKGROUND/DISCUSSION:
At its first regular meeting in July of each year, the Cultural Affairs Commission typically reviews its subcommittees considering the City Council adopted budget and work plan for Cultural Affairs for the coming year, and two Commissioners are assigned to two or more of the CAC’s subcommittees.
Subcommittee meetings are held on an as-needed basis, with some subcommittees meeting as frequently as every month and others only once or twice over the course of a year; the frequency and agendas of subcommittee meetings are primarily staff driven. In general, “ad hoc” subcommittees serve only a limited or single purpose, are not perpetual, and are dissolved when their specific task is completed. Ad hoc subcommittees do not constitute a “legislative body” and are not subject to the Brown Act. “Standing” subcommittees (e.g., the Public Art Subcommittee) have a continuing subject matter jurisdiction, are considered to be a “legislative body,” and are subject to the Brown Act. These subcommittee meetings must be noticed and open to the public.
For FY 2022-2023, the CAC had the following ad hoc and standing subcommittees:

• Art in Vacant Storefronts/Businesses (Mesghali / Williams)
• Artist Laureate (Fleischer / Wisnosky Stehlin)
• Creative Economy (Fleischer / O’Carroll)
• Culver City Arts Foundation Liaison (O’Carroll / Wisnosky Stehlin)
• 2023 Performing Arts Grant Program (Fleischer / Wisnosky Stehlin)
• Historic Preservation Ordinance and Program Update (Mesghali / Williams)
• 2028 Olympics (O’Carroll / Mesghali)
Standing:
• Public Art (Mesghali / Williams)
Proposed Action 1 - Dissolution of Ad Hoc Subcommittee
The 2023 Performing Arts Grant Program Subcommittee has completed its work and the Commission should now dissolve the subcommittee. The other six ad hoc subcommittees have not completed their work and they should not be dissolved at this time.
Proposed Action 2 - Creation of Ad Hoc Subcommittees
For the upcoming year, staff recommends the CAC create the following ad hoc subcommittees:
• 2024 Performing Arts Grant Program Subcommittee
• Cultural Plan Subcommittee
Proposed Action 3 - Appointments to Subcommittees
Should the CAC so desire, it may appoint new or reappoint existing members to its ad hoc and standing subcommittees.
FISCAL ANALYSIS:
There is no direct fiscal impact. However, convening and preparing for subcommittee meetings does require the allocation of staff time and resources.

1. Dissolve the Ad Hoc 2023 Performing Arts Grant Program Subcommittee;
2. Create two Ad Hoc Subcommittees with the following limited scope: 2024 Performing Arts Grant Program, and Cultural Plan; and,
3. Make subcommittee assignments for Fiscal Year 2023 - 2024:
