RECOMMENDATION
Staff recommends the Redevelopment Agency approve Amendment Number 1 to
the current Professional Services Agreement with Psomas for design survey
services related to the Washington/National Project (Project) in an amount not to
exceed $18,500.
BACKGROUND
On August 18, 2008, the Agency approved a Professional Services Agreement
with Psomas for design services related to the Washington National project. The
scope of this contract encompassed a boundary survey that will indicate the extent
of any easements, identify encroachments, outline underlying utilities and provide
monument indicators at various perimeter points around the site. The survey is
currently being prepared relative to the Triangle site and Metro Right of Way.
In considering future streetscape improvements in the area, however, the Public
Works Department has requested that additional areas near the Project be
surveyed. The proposed scope will build off the Washington National boundary
survey and enlarge the overall area that will be studied.
DISCUSSION
The expanded scope for the survey design will include increasing the aerial mapping
coverage of the following: Washington Boulevard from Robertson Boulevard to
Wesley Avenue (including 250 feet south of Washington to Wesley); National
Boulevard to Wesley Avenue and 300 feet south of Washington Boulevard on

Landmark Street (Attachment 1). The mapping will include the right-of-way, will note
striping, and will also include the establishment of the centerline and right-of-way for
Washington Boulevard, Wesley Avenue, National Boulevard and Landmark Street
based on centerline ties obtained from the City and associated County assessor’s
maps.
Additionally, a color digital orthophoto of the entire area, to include the Triangle Site,
will be provided as recommended by the Public Works Department. These
additional services will better assist the Agency and the Public Works Department to
coordinate future improvements surrounding the Washington/National and catalytic
project sites.
The scope builds upon the previous contract’s in that it enlarges the area that will be
studied. As such, a formal bid process was not executed for this amendment.
FISCAL IMPACT
Amendment Number 1 to the Professional Services Agreement will be for an
additional not to exceed amount of $18,500, for a total contact amount not to exceed
$36,500. Sufficient funding has been included in the Adopted FY 2008-09 RDA
Budget in the Washington/National program account 55092620.619800. The
expanded Psomas proposal has been attached for your reference.
By authorizing this work to be performed in conjunction with the current survey, the
Agency can take advantage of efficiencies created by addressing a future need now
and avoid a potential overlap in services.
Section 3.07.070 provides the following: A. Except for the provisions of §§
3.07.075 and 3.07.080, the City may award purchase orders and contracts in any
amount for personal or professional services without complying with the provisions
of this Subchapter; provided that, the purchase order or contract shall be based
upon competitive quotations, whenever practical, as determined by the City Manager
from not less than three (3) vendor contractors. Based upon this Section, and the
fact that by approving this Amendment Number1 the Agency will receive additional
services of value to the Agency and City at a reasonable cost, competitive bidding is
not required.

MOTION:
That the Redevelopment Agency;
1. Approve an amendment to the contract with Psomas for design survey services
related to the Washington/National Project in an amount not to exceed $18,500 out
of program 55092620.619800; and,
2. Authorize the Agency General Counsel to review/prepare the necessary
documents; and,
3. Authorize the Executive Director to execute such documents on behalf of the
Agency.
