RECOMMENDATION

Staff recommends the Council adopt a resolution authorizing the submittal of applications for all CalRecycle grants for which the City may be eligible for a five-year term.

BACKGROUND/DISCUSSION

The Environmental Programs and Operations Division (EPO) of the Department of Public Works coordinates with CalRecycle for reporting, implementation and grant opportunities to comply with various regulations and initiatives to mitigate negative impacts to the environment through diversion, recycling, and education. Many of these regulations are unfunded mandates that require jurisdictions to make extensive changes to operations. CalRecycle offers multiple grant programs to help lessen the costs to comply with these requirements and best practices.

As part of the grant application process, CalRecycle requires the municipality to adopt a resolution allowing applications for various grants. These are blanket resolutions that are effective for five years from the time of adoption.

EPO staff has recently identified the Household Hazardous Waste Grant Cycle Small Projects grant as beneficial to the City. If awarded, this grant would allow the City to host more pop-up hazardous waste collection events and disseminate critical information about hazardous waste.

The Resolution includes authorization to the City Manager to execute all grant documents and to delegate such authority to the Public Works Director.


FISCAL ANALYSIS

There is no fiscal impact currently. If a grant is awarded, staff will return to the City Council for appropriation of the funds into the Adopted Budget for Fiscal Year 2023-2024. If other CalRecycle grants are identified and awarded to the City, staff would return to City Council for appropriation at a future date during the five-year term.
