RECOMMENDATION
Staff recommends the City Council (1) adopt a resolution approving salary schedules for the Culver City Fire Management Group (FMG) and the Culver City Firefighter’s Association (FFA), effective retroactive to July 1, 2024 (Attachment 1); (2) adopt a resolution approving the salary schedule for City Manager, effective retroactive to July 29, 2024 (Attachment 2); (3) adoption of a resolution approving the salary schedule for City Attorney, effective retroactive to December 2, 2024 (Attachment 3); (4) adopt a resolution approving the salary schedule for City Council Members, effective retroactive to December 16, 2024 (Attachment 4); and (5) adopt a resolution approving the salary schedule for Non-Benefited Employees (NBNE) in accordance with the State of California Minimum Wage increase effective retroactive to December 30, 2024 (Attachment 5).
BACKGROUND/DISCUSSION
Fire Safety Salary Schedule
During the December 9, 2024, Council meeting, City Council approved a base wage increase of 1.50% for the Culver City Fire Management Group (FMG) and the Culver City Firefighter’s Association (FFA) due to Los Angeles City Council approving a new successor Memorandum of Understanding (MOU) for the Association of United Firefighters of Los Angeles City (UFLAC) effective June 30, 2024 with a 3.00% COLA effective July 1, 2024. This increase did not reflect the delayed 3.00% base wage increase provided to UFLAC members, effective also on July 1, 2024, resulting in an additional 1.50% base wage increase for FMG and FFA, effective retroactive to July 1, 2024. Staff recommends that Council approve the added 1.50% base wage increase for a total of 3.00% base wage increase in accordance with the City’s Salary Initiative Ordinance adopted by Culver City voters.
Updated Salary Schedules for City Manager, City Attorney, City Council, and Minimum Wage Employees
To meet CalPERS requirements, salary schedules that were adopted after July 1, 2024, must be updated with this additional FMG and FFA increase included and must be re-approved by City Council. Therefore, staff recommends the City Council adopt resolutions with the updated complete salary schedules for previously approved increases for City Manager (previously adopted on August 26, 2024) and the City Attorney, City Council and Non-Benefited Employees (previously adopted on December 9, 2024). The salary schedules for the aforementioned positions remain unchanged from those previously approved by City Council. See attached staff reports from August 26, 2024 and December 9, 2024 for additional information related to these previously approved increases.
All agencies that are members of CalPERS are required to ensure that pay schedules are publicly adopted and available as prescribed by the California Code of Regulations, Title 2, §570.5 and §571 (b). “Publicly available” is defined as posted at the employer’s office or immediately accessible and available for public review. The City’s current practice of placing the adopted pay schedules on the City’s website meets this requirement.
FISCAL ANALYSIS
The fiscal impact of the total Salary Initiative Ordinance increase of 3.00%, effective July 1, 2024, equates to approximately $379,000 for the FFA and $59,400 for FMG for Fiscal Year 2024-2025. The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funding to cover the salary increase.
There is sufficient funding for the other previously approved salary increases in the Adopted Budget for Fiscal Year 2024-2025.

That the City Council:
1. Adopt a resolution approving salary schedules for the Culver City Fire Management Group (FMG) and the Culver City Firefighter’s Association (FFA), effective retroactive to July 1, 2024; and
2. Adopt a resolution approving the salary schedule for City Manager in accordance with the City Manager Executive Employment Agreement, effective retroactive to July 29, 2024; and
3. Adopt a resolution approving the salary schedule for City Attorney in accordance with the City Attorney Executive Employment Agreement, effective retroactive to December 2, 2024; and
4. Adopt a resolution approving the salary schedule for City Council Members, effective December 16, 2024; and
5. Adopt a resolution approving the salary schedule for non-benefited employees (NBNE) in accordance with the State of California Minimum Wage Increase effective December 30, 2024.
