RECOMMENDATION

 

Staff recommends the City Council and Successor Agency Board adopt respective resolutions adopting parking fees for City and Successor Agency owned and operated public parking facilities (parking structures and surface parking lots) in the Commercial Downtown (CD) Zoning District (Zone).

 

 

BACKGROUND/DISCUSSION:

 

Walker Parking Consultants (Walker) prepared a Comprehensive Parking Study (Study) in 2010 analyzing the parking supply, demand and operations for the CD Zone and made recommendations to improvement in the public parking facilities, including the parking structures at 3846 Cardiff Avenue (Cardiff Parking Structure), 9099 Washington Blvd. (Ince Parking Structure) and Watseka (Watseka Parking Structure), City Hall, and surface parking lots (collectively, Parking Facilities).  However, with the dissolution of the Culver City Redevelopment Agency (CCRA) and creation of the Successor Agency to the Culver City Redevelopment Agency (Successor Agency), long-term ownership of the Successor Agency’s and City’s Parking Facilities had to be resolved with the State and implementation of the Study recommendations were put on hold.

 

In May 2015, Walker updated its Study (Study Update) and evaluated the current parking conditions and operations and found parking inefficiencies.  The Study Update included recommendations to upgrade Parking Facilities and address current and future parking needs, including parking demand from the Parcel B Project and temporary parking from the Washington National TOD Project.

 

Per the Study Update, the recommendation of the new rates include allowing 60 minutes free parking, then $1.00 per 30 minutes thereafter, with a maximum daily rate of $12.00.  The new monthly parking rate will be $120.00.  Should the City Council and Successor Agency Board adopt the proposed resolutions, the new rates would become effective on May 1, 2016.

 

 

FISCAL IMPACTS

 

Walker’s recommendations included upgrading the Parking Facilities to address current and future parking needs. There will be cost and revenue impacts to implement the proposed recommendations.  The cost impacts will be identified in follow-up capital programming studies, which include the implementation of new parking operation technologies.  The proposed parking revenue increases will be used to offset on-going and future operational, capital, and maintenance costs of the facilities.
