RECOMMENDATION:
Staff recommends the City Council (1) approve an amendment to the existing
professional services agreement with Crosstown Electrical and Data, Incorporated
(Crosstown) to reconfigure the interconnect copper wire infrastructure of the City’s
traffic control system and (2) approve a related budget amendment.
A Budget Amendment Requires a 4/5ths Vote.
BACKGROUND:
The scope of the current on-call agreement with Crosstown is for the maintenance of
the City’s traffic monitoring cameras. More specifically, maintenance tasks include
performing maintenance of the City’s field devices as deemed appropriate by City
staff and troubleshooting and error assessment of broken or non-working devices.
Out of $25,000 of the current maintenance agreement, approximately $10,000 has
been expended to date to address the recent non-working camera at Washington
Boulevard and Zanja and troubleshoot problems with camera control experienced
with the Culver City and City of Los Angeles shared cameras.

The implementation phase for the newly acquired citywide traffic control system is
presently under way. This traffic control system replaces the prior dependency of
routing control of our signalized intersections through the City of Los Angeles,
Department of Transportation (LADOT) Automated Traffic Signal and Control
System (ATSAC). This installation is scheduled to be complete by late summer
2009.
A critical path to successfully completing this task is to insure that the existing
copper wire interconnect infrastructure is in good condition. Much of that
infrastructure is in good condition. Much of that infrastructure has been tested for
continuity from the proposed City Hall hub to the individual signalized intersections.
The last remaining technical task is that of identifying the individual wire connection
to their respective intersection, rerouting and securing the copper wire
reconfiguration for the traffic control system from the LADOT to our City Hall. This
effort will fill a void in our infrastructure documentation, addressing the current
communication needs while simplifying future trouble shooting infrastructure
problems.
The funding of $24,000 to an existing agreement (no. 2008-150) with the technical
firm of Crosstown Electrical and Data Inc. will provide for this work to be performed
in a timely and cost effective manner.
FISCAL ANALYSIS:
There is no fiscal impact to the City’s General Fund. Staff is proposing that the City
Council approve a budget amendment to appropriate $25,000 in the New
Development Impact Fund for CIP P-429, Traffic Signal Upgrade. According to
CCMC § 15.06.035, New Development Impact funds “shall be appropriated and
disbursed only for street improvements, traffic controls and traffic management
projects…” Therefore, this project qualifies for funding using New Development
Impact fees. There are sufficient New Development Impact funds to cover this
proposed budget amendment.
MOTIONS:
1.) Approve an amendment to the existing professional services agreement with
Crosstown Electrical and Data Incorporated for to reconfigure the interconnect
copper wire infrastructure of the City’s traffic control system in an amount of
$24,000;

2.) Authorize the Public Works Director/City Engineer to approve change orders in
the amount of $1,000, if necessary;
3.) Approve a budget amendment to appropriate $25,000 from the New
Development Impact Fund to Traffic Signal Upgrade, P-429 (41700429), and,
4.) Authorize the City Attorney to review/prepare the necessary documents; and,
5.) Authorize the City Manager to execute such documents on behalf of the City.
