RECOMMENDATION
Staff recommends that the Civil Service Commission approve the revised classification specification for Senior Building and Safety Inspector.
BACKGROUND/DISCUSSION
The Community Development Department is responsible for coordinating and managing new development and redevelopment of the City according to adopted plans. To achieve these ends, the department is comprised of the Administration, Building Safety, Planning, Enforcement Services, Economic Development and Housing Divisions.
The Senior Building and Safety Inspector classification is assigned to the Building Safety Division and reports directly to the Building Official. This classification is responsible for supervising and participating in the work of the Building Inspectors, which includes enforcement of building, electrical, plumbing, heating, refrigeration, and housing codes and laws.
In 2016, the City retained Matrix Consulting Services to conduct a comprehensive review of the City’s development services and provide recommendations to make the process more efficient. The core business processes of development services, which include providing land development and construction information to the public, issuing development and construction related permits, inspections related to development services and ensuring on-going code compliance, are major functions and services provided to customers by the Planning and Building Divisions of the Community Development Department, the Engineering Division of the Public Works Department and the Fire Department.
One of the recommendations of the study is to establish a centralized permit center to better coordinate the work of these various departments and divisions pertaining to permits, construction and inspections. Currently, a permit application may originate in one department or division but the process for reviewing plans and issuing the permit may include a different division and department. Typically, a customer must make several stops at different public counters to get project information and to resolve conflicts with a permit. By coordinating the entire process, the permit center will function as the centralized location for customers to receive these core services from beginning to end.
It is being proposed that the Sr. Building and Safety Inspector classification be assigned to manage the permit center. This will ensure efficiency and consistent oversight of the new center, as well as ensuring that the City’s development services are effectively coordinated to provide the highest level of customer service to the community.
In order to highlight the new responsibilities and ensure that we are capturing appropriate applicants, staff is recommending to retitle the classification to Senior Building Inspector and Permit Center Supervisor.
Recruitment Bulletin
The recruitment bulletin is reflective of the revised classification specification.
FISCAL ANALYSIS
There will be no fiscal impact associated with the proposed changes to the classification.
AUTHORITY
According to Civil Service Rules 3.3(a) and 6.4, the Commission:
• Must approve new or revised classification specifications; and
• Must approve job bulletins prior to recruitment, including examination components and the examination categories.
3.3(a) Processing:
The establishment of a new classification or a reclassification may be requested by any member of the City Council, Commission, appointing authority or any employee of the City. The request shall be prepared and submitted to the Administrative Services Director and the affected department head, and attached thereto shall be a description of the duties to be performed, and such information or attachments as may be necessary to consider the case. The Administrative Services Director shall review the requested action with the requesting party and make such recommendations to the Commission as the Administrative Director deems appropriate.
The Administrative Services Director’s recommendations shall be communicated to the originator, the affected appointing authority and employee organization. If any party disagrees with the Administrative Services Director’s recommendations, such objection may be presented in writing or verbally to the Commission at the time for consideration of the recommendation. The Commission shall make the final decision on the establishment of a new classification or revisions to an existing classification.
6.4 Commission Approval:
Where an examination is required, the Administrative Services Director shall prepare a Job Bulletin and forward it to the Commission for approval. It shall not be necessary to obtain additional Commission approval of a Job Bulletin if there have been no changes in the minimum requirements, or examination components.

MOTION
That the Civil Service Commission:
1. Approve the Revised Classification Specification for Senior Building Inspector and Permit Center Supervisor; and
2. Approve the Revised Recruitment Bulletin for Senior Building Inspector and Permit Center Supervisor.
