RECOMMENDATION

 

Staff recommends the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for the Jackson Avenue Pedestrian Walkway Renovation Project, CIP No. PS014.

 

 

BACKGROUND/DISCUSSION

 

The existing path was built in 1972 and provides Farragut Drive access to pedestrians and walking bicyclists from Jasmine Avenue on one side to Jackson Avenue on the other (the “Farragut Connector”). The City’s parcel in which the Farragut Connector resides is approximately 25’ wide and 135’ long and is improved with a 10’ wide concrete pad enclosed by a chain link fence, signage, two streetlights and some trees.  The concrete pad is cracked, and the trees are in poor to moderate health, primarily due to the absence of an irrigation system and the severity of recent droughts.  (See Attachment No. 1 - Farragut Connector Photographs). 

 

The scope of work includes demolition of the existing improvements and construction of new fencing, landscaping, an irrigation system, lighting, and pavement that will be “centered” on the City’s parcel in lieu of abutting the 4203 Jackson Avenue house as it does now (the “Project”). 

 

Prior to approving the conceptual plans, competing versions were presented to the Bicycle and Pedestrian Advisory Committee and later to the neighborhood through a community meeting.  The concepts were modified to reflect the feedback received, and on June 27, 2022, the City Council approved their final version (See Attachment No. 2 - 06-27-22 Conceptual Plan Staff Report and Attachment No. 3 -- Farragut Connector Conceptual Plan). 

 

The final plans and specifications prepared for the Project mirror the approved conceptual plans (See Attachment No. 4 -- Farragut Connector Final Plans and Specifications). 

 

If approved for publishing, a notice inviting bids will be released to competing landscape contractors on August 17, 2023.  Once the bids are received and evaluated, staff will return to the City Council with a recommendation on which landscape contractor to hire to construct the Project.

 

 

FISCAL ANALYSIS

 

The Revised Budget for Fiscal Year 2021-2022 contained $50,000 to prepare conceptual and construction documents for the Project. The Adopted Budget for Fiscal Year 2022-2023 included $200,000 in additional funds to prepare a topographical and boundary survey of the site and to construct the Project for a grand total of $250,000 in CIP No. PS014 - Account No. 42080000.619800 (Jackson Avenue Pedestrian Walkway Renovation).
