RECOMMENDATION:
Staff recommends the City Council discuss the Culver City Sister City Committee’s
(“CCSCC”) practices relating to its expenditure of funds and direct staff as
necessary.
BACKGROUND:
The CCSCC is part of a program that was initiated by former President Dwight D.
Eisenhower in 1956 to promote peace, friendship and goodwill between countries
through people-to-people contact. The goals of the CCSCC are to establish
relationships between cities in foreign countries so as to link Culver City to a long-
term program fostering international and intercultural understanding through the
exchange of people, ideas and materials in cultural, educational and commercial
areas with select foreign countries. The participating Sister Cities are: Uruapan,
Mexico; Kaizuka, Japan; Iksan City, South Korea; Lethbridge, Canada; and Yangi
City, China.
DISCUSSION:
In FY 2005-06, the City Council budgeted $14,000 for CCSCC activities. In FY
2006-07, $14,000 is budgeted for the CCSCC. For the FY 2005-06 reimbursements
shown on the CCSCC’s Financial Reports, staff has attached the City’s warrant
requests (Attachment 1). Staff has also attached the warrant request dated June 30,
2006 (Attachment 2).

Recently the City Council directed staff to bring back a discussion of CCSCC
expenditures. All reimbursements made by the City to the CCSCC are reviewed and
authorized by the City Council. When discussing this item, Council may choose to
give direction to staff to work with the CCSCC to establish policies or procedures,
beyond existing practice, regarding the expenditure and reimbursement of funds to
the CCSCC.
FISCAL ANALYSIS:
There is no fiscal impact to discuss this item.

MOTION:
That the City Council:
1. Direct staff to work with members of the CCSCC to further evaluate current
practices and have staff return to the City Council with policies and
