RECOMMENDATION
Staff recommends the City Council approve an amendment to the existing professional services agreement with AG Coast Corporation dba CA Panther Security (Panther Security) for security guard services for the City’s Motel Master Leasing Program (Motel Program) in an amount not-to-exceed $594,738 for the time of performance from 03/01/2024 through 10/31/2024 to terminate and closeout services and pay outstanding invoices for Fiscal Years 2023-2024 and 2024-2025.
BACKGROUND/DISCUSSION
The Motel Program - 24/7 Care and Service
On August 28, 2023, the City Council approved the implementation of the Motel Program as part of the City’s ongoing efforts to address homelessness in the community in an impactful way. Through the innovative Motel Program, Culver City partners with two local motels, which provide 49 units of interim housing for the unhoused community. The local motels offer temporary interim housing as Culver City’s unhoused neighbors transition to Project Homekey, Wellness Village, or other interim or permanent housing options including treatment programs.
On September 25, 2023, the City and Panther Security entered into a contract for security services at the Rodeway Inn and Paradise Inn and Suites as part of the Motel Program. In addition to providing 3-daily meals, weekly mobile health services, individual rooms with private restrooms/showers, and weekly maid service and fresh towels and linens, the Motel Program also provides 24/7 security services.
There are currently 42 participants enrolled in the Motel Program.
Panther Security - Termination and Closeout
In an effort to provide a higher level of care and service to Motel Program participants, the City elected to terminate the services with the Consultant and bring in a security service provider specialized in working with the unhoused community. The amendment of the existing Agreement is to ensure all outstanding invoices for Fiscal Year 2023-2024, as well as those covering services provided in the current fiscal year, from July through October 31, 2024, can be processed.
Good Guard Security
At the August 26, 2024, regular meeting of the Council, staff recommended the installation of Good Guard Security Service to provide specialized security services on a 24/7 basis at the Rodeway Inn.
Good Guard Security is especially suited to provide security services for the Motel Program. Good Guard provides similar specialized security services to other interim housing programs for the unhoused. Good Guard Security works with People Assisting the Homeless (PATH) and Hope the Mission. Their interim housing security service is specialized based on their staff’s familiarity with working with and being trained to assist the needs of the unhoused population served. Good Guard Security specialized security is trained in de-escalation and is familiar with working with homeless outreach teams and service providers. Good Guard specialized security will work in concert and assist the City’s Mobile Crisis Team (MCT), who provide almost daily outreach to the Motel Program motels. In addition, Good Guard will work with the recently approved Urban Alchemy Community, Engagement and Outreach Team. Urban Alchemy will be handling security at the Paradise Inn moving forward.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2024-2025 includes funds in the amount of $3,242,854 in Account No. 10135100.619830 (Housing Administration - Other Contractual Services Unhoused) for the Motel Master Leasing and Nutrition Program, which can be found on page 299 of the budget book. This account includes funding for motel leases, food and nutrition, care coordination, security, damages and insurance. In addition, staff is requesting to carryover unspent Fiscal Year 2023-2024 funds from Account No. 10135100.619830 (Housing Administration - Other Contractual Services Unhoused) to Fiscal Year 2024-2025. These funds were not spent due to the timing of program implementation. With the current year appropriation and the funds to be carried forward, there are sufficient funds to cover the $594,738 needed for the amendment to the Panther Security agreement.

MOTIONS
That the Culver City Council:
1. Approve an amendment to the existing professional service agreement with AG Coast Corporation dba CA Panther Security for security guard services for the City’s Motel Master Leasing Program in an amount not-to-exceed $594,738 for the time of performance from 03/01/2024 through 10/31/2024; and
2. Authorize the City Attorney to prepare/review the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
