City of Culver City, California City Council Agenda Item Report A3-1 RECOMMENDATION: Staff recommends the City Council approve a three-year professional services agreement with Royal Swim Team for competitive swim team services at Culver City Municipal Plunge and approve a related budget amendment. A Budget Amendment requires a 4/5ths vote. BACKGROUND: In the past, the Parks, Recreation and Community Services (PRCS) Department has rented pool space on a first-come, first-served basis to groups such as Southern California Aquatics, Edge Swim Club, California Old Boys, Royal Swim Team, Culver City School District Swim/Water Polo teams and others when the pool was available. Youth swim team programs within Culver City have been varied. For instance, some of the variations have included: 1) the City operating its own swim team, 2) contracting with a coach to provide coaching services, and; 3) renting pool space to different youth swim team organizations. It has been the City’s experience that youth swim team organizations often grow, evolve, split and move from one pool to another for various reasons. In an effort to “smooth out” some of these changes for the young people in our community and provide a more enduring, progressive and consistent competitive swim team experience for Culver City’s youth, the PRCS Department, through the request for proposal (RFP) process, explored the possibility of entering into a medium-term (3-5 year) lease agreement with a competitive swim team organization. Fulwood (10/18/2006) City Controller Approval:City of Culver City, California City Council Agenda Item Report A3-2 On June 12, 2006, City Council approved a Request for Proposal (RFP) for competitive swim team services at the Culver City Municipal Plunge and authorized staff to advertise for proposals. Attachment 1 provides a copy of the staff report and Attachment 2 provides a copy of the “Request for Proposal for Competitive Swim Team Services for Culver City.” DISCUSSION: The PRCS Director, Recreation Manager and Aquatic Coordinator publicly opened proposals on August 31, 2006 at 11:30 AM. The following two swim team organizations responded with proposals: Edge Swim Club and Royal Swim Team. In addition to considering the estimated revenue to the City, staff also reviewed additional areas within each proposal including pool usage, cost of program to participant, projected participation and swim coaching experience. Attachments 3 and 4 are copies of each organization’s proposals and Attachment 5 provides a “Narrative Summary Comparison of Each Proposal.” Based on review, discussion and evaluation of the elements in each proposal, it is staff’s opinion that the Royal Swim Team’s proposal is the most responsive to the RFP criteria and Staff recommends the City Council authorize a professional services agreement with Royal Swim Team. FISCAL ANALYSIS: PROPOSER ESTIMATED GROSS MONTHLY REVENUES for the PROPOSER MONTHLY REVENUES to the CITY from the PROPOSER Edge Swim Club $9,741 $1,218 (estimated) Royal Swim Team $7,220 $1,542 (guaranteed flat rate first year with 10% per year increase for three years) Based upon the bids submitted, if the City were to award a three-year professional services agreement to Royal Swim Team, in the first year alone, the City would receive an estimated $1,542 in monthly revenue, which is $324 more per month than the Edge Swim Club’s proposal. Currently, the City rents the pool to competitive swim teams for approximately $900 per month depending on use. If the Royal Swim City of Culver City, California City Council Agenda Item Report A3-3 Club were awarded a contract, the City would realize an additional $642 of revenue per month. Over a 12 month period an additional $6,626 in revenue would be received by the City based upon revenue estimates provided. The Royal Swim Team’s bid has proposed minimum guaranteed gross revenue to the City as follows: First Year $18,500 Second Year $20,350 Third Year $22,385 This guaranteed revenue, unlike Edge’s proposal, is not tied to participant registration in the Royal Swim Team program but is rather a proposed financial commitment in order to be awarded a three-year agreement. BACKGROUND: The Parks, Recreation and Community Services (PRCS) Department has traditionally rented pool space, when available, to interested groups such as Master Swimmers, Competitive Swim Teams, the Culver City Unified School District, and others. DISCUSSION: It is the PRCS Department's intention, through the proposal process, to see if there is enough interest on the part of any competitive swim teams to enter into a long- term (3-5 years) lease with the City to provide an ongoing, progressive and consistent competitive swim team experience for the youth (up to age 18 years) of Culver City. An organization's proposal must include: 1. Coaching, Practice and Meet Schedule: The Proposer must be able to provide, within the space and time available at the Plunge, a positive, encouraging, and progressive competitive swim team experience for all levels and interests of swimmers. 4. Benefit and Cost to Participants and Financial Benefit to the City: The Proposer must show how its program will the benefit the participants including the various fees and costs that will be charged to the participants in the Proposer's various programs. The Proposer must demonstrate how it will provide more revenue to the City than is, or would be, currently realized by the City under the present rental/lease program. 5. Contract Commitment: The Proposer must be willing and able to commit to a three to five year contract with the City for the provision of these services. From this RFP process, the PRCS Department expects to either: 1. Award a contract to the competitive swim team group that would be in the best interests of the City and that best conforms to the qualifications above; or 2. Not award any contract if none of the proposals conform to the qualifications above. If that is the case, staff would expect to continue the current practice of renting/leasing space and time to any and all competitive swim teams that request it, as space and time may be available. The final submittal shall be in the form of the organization's statement of: 1) Swim Team Philosophy and Program; 2) Experience, Education and Training of Coaches and Staff; 3) Coaching, Practice and Meet Schedules; 4) Benefit and Cost to Participants and Financial Benefit to the City, and; 5) Contract Commitment. SECTION 1 1.1 SERVICE LOCATION The service site (the "Plunge") is located within the grounds of Veterans Memorial Park, at 4117 Overland Blvd. in Culver City, California. Exhibit A is a site map indicating the location of the service location. 1.2 SERVICE BACKGROUND Currently, the City of Culver City rents and leases swimming pool space at the Plunge to any and all organizations that make a proper request to the City and which request can be accommodated given the time and space currently available at the Plunge. The successful organization (the "Proposer") shall be expected to coordinate its schedule with other activities and events scheduled at the Plunge, including, but not limited to, various other swimming pool activities, other activities of the City, such as maintenance, repair and construction. The Proposer may be required to participate in public meetings that may include, but not be limited to, meetings of the Parks and Recreation Commission and the City Council. 1.3 FUNDING SOURCE The City of Culver City shall owe no monies to the Proposer. SECTION 2 2.1 SWIM TEAM PHILOSOPHY AND PROGRAM The Proposer shall outline its organization's Mission, Purpose and Goals, which must match or closely align with the purposes of the Parks, Recreation and Community Services Department and the City. 2.2 EXPERIENCE, EDUCATION AND TRAINING OF COACHES AND STAFF The Proposer must outline the qualifications of its coaches to coach young swimmers (youth) and demonstrate its staff's experience in successfully managing competitive swim team programs and organizations. 2.3 COACHING, PRACTICE AND MEET SCHEDULE The Proposer must be able to provide, within the space and time available at the Plunge, a positive, encouraging, and progressive competitive swim team experience for all levels and interests of swimmers. 2.4 BENEFIT AND COST TO PARTICIPANTS AND FINANCIAL BENEFIT TO THE CITY 1. The Proposer must demonstrate how its program will benefit the participants, including the various fees and costs that will be charged to the participants for the Proposer's various programs. 2. The Proposer must demonstrate how it will generate more revenue for the City than is, or would be, currently realized by the City under the present rental/lease program. 2.5 CONTRACT COMMITTMENT The Proposer must be willing and able to commit to a three to five year contract with the City for the provision of these services. SECTION 3 3.1 PROPOSAL REQUIREMENTS The proposal shall include the Scope of Services as outlined in this RFP which includes, but is not limited to, the required information listed below: 1. Describe the Proposer's qualifications, staff capabilities and resources. 2. Identify the Proposer's Manager, President or CEO, staff, volunteers and/or coaches. Include an organizational chart and resumes and experience of all staff and volunteers in similar endeavors.3. Provide names and information regarding similar endeavors with which the Proposer has recently been involved including contact persons and telephone numbers. 4. Include a description of any other experience that may be helpful in determining the Proposer's qualifications. 5. Proof of the following minimum insurance coverage: a. Automobile Liability, including owned, non-owned, and hired vehicles, with Primary Bodily Injury with limits of at least $250,000 per person, $500,000 per occurrence and Primary Property Damage of at least $100,000 per occurrence or Combined Single Limits of $500,000 per occurrence. b. General Liability including coverage for premises, products and completed operations, independent contractors/vendors, personal injury and contractual obligations with combined single limits of coverage of at least $1,000,000 per occurrence. c. Errors and Omissions coverage with limits of at least $1,000,000 per occurrence. d. Worker's Compensation insurance as required by the Labor Code of the State of California. Include any additional information that may improve the program and will improve the financial position of the City. Identify any areas that may have been omitted from the Scope of Services necessary to provide a successful program. 6. Provide all information of the Scope of Services (except for Item "2.4: Benefit and Cost to Participants and Financial Benefit to the City") in a sealed envelope with the following information clearly written on the outside of the envelope: a) The project name, "REQUEST FOR PROPOSAL: COMPETITIVE SWIM TEAM SERVICES FOR THE CITY OF CULVER CITY;" and, b) The Proposer's (organization) name. Provide all information for Item "2.4: Benefit and Cost to Participants and Financial Benefit to the City" of the Scope of Services in a separate sealed envelope with the following information clearly written on the outside of the envelope:a) The project name, "REQUEST FOR PROPOSAL: COMPETITIVE SWIM TEAM SERVICES FOR THE CITY OF CULVER CITY;", b) Benefit and Cost to Participants and Financial Benefit to the City; and c) The Proposer's (organization) name. The Proposer is expected to use the Scope of Services as a guide only. Additional items may be proposed if deemed necessary by the Proposer to make this endeavor successful. The successful Proposer shall bear all costs and liability to correct any errors or omissions in its proposal. The Proposer shall demonstrate its ability to meet any and all Federal/State/City requirements. The selected Proposer should be prepared to commence work immediately upon receipt of a Notice to Proceed. All proposal materials shall become the property of the City. SECTION 4 4.1 PROPOSAL SUBMISSION Four (4) copies of the written proposal and four (4) separate and sealed copies of Item "2.4: Benefit and Cost to Participants and Financial Benefit to the City" of the Scope of Services shall be addressed and submitted by 3:00 pm (DAY), (DATE) to: City Clerk's Office City of Culver City 9770 Culver Blvd. Culver City, CA 90230 All proposals shall be reviewed by the City of Culver City based on how well, in the estimation of City Staff, the Proposer fulfills the requirements of the Project, noted in the Scope of Services above, and the following general requirements: a. Ability of the Proposer to perform the specific tasks required. b. Qualifications of the Proposer and relevant experience of the individuals assigned to the Project. c. Demonstrated record of success by the Proposer on similar projects. d. Responsiveness to this Request for Proposal and the completeness of the information provided.e. Familiarity with all applicable requirements. The proposed fees to the participants and revenues to the City are not intended to be the governing factor in the selection process but will be considered. The City reserves the right to reject any and all proposals. Results of the proposal review process will be utilized to establish a preliminary ranking of the Proposers. The City will interview the top ranked candidates and may negotiate the fee and scope of work. If an agreement cannot be reached with the top candidate, negotiations with subsequent candidates will be undertaken until an agreement is reached. The City may request additional information from any and all Proposers in order to make the best decision. The Scope of Services item 2.4: Benefit and Cost to Participants and Financial Benefit to the City shall be submitted in a separate sealed envelope. The City shall not pay for any costs incurred by any firm or person submitting a proposal in response to this Request for Proposal. We're a small town in the midst of a bustling metropolis. We're a community where almost everyone knows, and helps watch out for, their neighbor and their neighbor's kids. Yet, we're also a significant center for film and television production, with a rich history and amazing opportunities on the horizon — "The Heart of Screenland." Culver City is pretty special. And we're responsible for protecting that. We take care of our own and we reach out to those in need, beyond our immediate community Culver City helps uplift the area as a whole. Finances are always a major priority, as with every organized entity. Yet, we maintain money's power through the proper mindset. It is a means to help cultivate, nurture and develop the most precious asset — our children. To be successful, any entity that has the privilege of working in close partnership with Culver City must understand these dynamics from the inside out. They must live them, not just recite easily researched facts. Edge Swim Club began its journey toward such a partnership in June 2001, when Founder Patrick Moran (Moran) walked onto the Culver City Plunge deck. Moran immediately recognized vast potential. The first article Culver City News ever published on the new entity quoted him as saying, "We'd like to be the city's home team" (See Attachment #1). He was tenacious, motivated, hit the ground running...and then promptly ran into several brick walls. Moran has bruised his ego, and the Team, on more than one occasion. But it is through those experiences that we have evolved and improved. As it turns out, Culver City's and Edge Swim Club's respective 'hearts' have always been in the same place. We were simply not yet aligned. In the pages that follow, with our shortcomings no secret to anyone, we demonstrate that we have always been Culver City's "Home" Team in spirit and intent. We have become the de facto "Home" Team through five persistent years of walking-the-talk action. And, we are the best long-term choice to preserve and promote Culver City's values & identity, bring the glory & financial rewards of competitive success, and — most important — prepare our children for bright futures. Thus, we restate Moran's original request: in Culver City's, Edge Swim Club's and our children's best interests, please choose Edge Swim Club as Culver City's official "Home Team."|1010| /a.Edge Swim Club Philosophy & Program CORE PHILOSOPHY "Be Your Own Hero" All that Edge Swim Club is, and envisions becoming, emanates from this simple core philosophy. The concept's roots are grounded in humanity's very DNA.' In pragmatic terms, to an athlete entering our program (whether Novice or Senior-National Competitor) we teach them to have faith in themselves. Real success emanates from within and then outward — never the opposite. We need skilled mentors/coaches to assist the process; but their job is simply to teach the athlete how to dig deep and bring out their best. The ultimate responsibility for success rests squarely on the Hero- athlete's own shoulders. As long as the athlete is willing to learn how to take personal responsibility for their own success, they will be honored on this Team. In doing so, they will enjoy lasting benefits beyond the results of any competition. An athlete's rankings and medals, even the very impressive ones, are not the pinnacle of their existence. Rankings alone do not earn or prevent someone from having a special place here. Rather, they are symbols/metaphors of what can be (to anyone who'll embrace it) an empowering understanding of the human journey. Such understanding improves the quality of their personal lives — and more powerfully — can also improve the lives of others. MISSION STATEMENT "Developing Champions in Life, not Just Swimming" "There are over 250,000 athletes in USA-Swimming There are only 52 spots available for the Olympic Team every four years. [An athlete's] odds of becoming an Olympian are about .0002%. 2 At the collegiate level, swimming scholarships — especially for men — have never been more competitive. Time standards to earn significant acknowledgement at a top school are in the same range as the Olympic Trials cut. There are far more effective and less-risky plans. The simple truth is that anyone with paddles for feet and hands, the stamina to stare at a black line for hours on end, and a high tolerance for pain can win trophies, and thus be called a "winner." But over the long-haul, where does it lead them? In twenty years, how will it make them a better parent, teacher, doctor, accountant, etc... How does it make them a happier more I See Joseph Campbell's works, in particular "The Hero with a Thousand Faces." Beginning at age 12, Campbell spent the remaining 72 years of his life passionately researching humanity's religions, written histories, traditions, myths, legends, and dream-psychology (he was a personal friend of Carl Jung). He did so across all civilizations and cultures, irrespective of 'sophistication', throughout the history of recorded time with man. He discovered that, regardless of all external factors (including race, gender, education, wealth, etc...), every human and human-based organization instinctively experiences and subsequently communicates through what he termed "The Hero 's Journey." In other words, we all have the opportunity to be Heroes on a journey filled with adventure, not just a favored few. We decide for ourselves if we are to be 'favored.' We turn on our own spotlight. In our experience, those who seek only to 'win' tend to drain those around them, taking all they can because they believe success will come from the outside. To become a "Champion" takes more. You must reach your Personal Best and then continually strive to exceed it. We encourage our athletes to out-swim lesser versions of their selves. To do that, they must turn inward, dig deep to pull out their best, share what they find with others and then start the process all over again. We facilitate this process by providing mentoring opportunities for our Team members. Thus, athletes have a ready outlet to teach (and begin to evolve beyond) their current skill levels. The rewards for such courage, perseverance and sharing last a lifetime and translate into any area of life they eventually pursue. We teach our athletes to be "emotionally neutral to winning and losing. Winning and losing are just part of the game."3 The lessons and tools they acquire through the experiences are what's most important. By emphasizing the lessons offered in each experience, rather than the "win" or "loss", we teach them to translate all experiences into a continuing line of success. By demonstrating how that same process applies to their greater lives, we help insulate our athletes from an embittered adult existence. Instead, our athletes get the opportunity to learn how to succeed at a deeper level and to pass on the tools of success (See Attachment #2). CULVER CITY PARKS, RECREATION AND COMMUNITY SERVICES DEPT. MISSION STATEMENT "To provide facilities, activities and services that promote positive use of leisure time through recreational, social and cultural programs; promote opportunities for personal growth, physical fitness and enhanced self-esteem; promote responsible participation in the community and enhance community identity and; utilize all community resources, public and private, for the well-being of the citizens of Culver City." Edge Swim Club literally has been custom-built to facilitate the Department in carrying out its Mission. We embrace every child in the Culver City community, not just the fast ones. We have created a system that by mere participation creates "positive use of [the participant's] leisure time..." Our entire Team is built around "opportunities for personal growth, physical fitness and enhanced self-esteem...," including daily training and USA-Swimming competitions. Of course, we maintain the proper insurance and name City of Culver City as an "additional insured" See Attachment #3). We "promote responsible participation in the community and enhance community identity" both through our traditional swim team activities and with the numerous volunteer-service opportunities we offer. In reality, we are already partnered with the Recreation Department, achieving substantial results for the "well-being of the citizens of Culver City" (See Attachment #4). Experience, Education and Training of Coaches and Staff Attached, you will find the resume-bios for each of our principal Coaches and Staff (See Attachment #5). We prefer to bring up people from our own ranks and/or local, but do not hesitate to hire outside talent who function from the same philosophical foundation and can lift the program to a higher level. 3 Robert Kiyosaki, real-estate and corporate entrepreneur, from his book "Rich Dad, Poor Dad." 3In addition to our principals, we have an "intern-coach" who is an Edge Senior-Team member and assists when needed. For lessons, we currently have three "Pre-Team" instructors, one of whom is the immediate supervisor of the other two. The supervisor has taught for Edge the past two years. Both of the subordinates have been Edge Swim Club and CCHS Team members. They are each well-qualified, paid well-above the local rate and are among the best in the greater area. Behind the scenes, we have several volunteers (both 'parents and athletes) who assist with various duties related to workout and meet prep. In addition, Moran has one paid Administrative- Assistant during peak periods. As much as possible, administrative tasks are computerized and automated so that human time consumption is minimized. We prefer to stay focused on the overall Team and the individual athletes. As you'll realize when reviewing the principles' resumes-bios, we strive to attract those who stand above the crowd. Our Competitive Head Coach, Monique Shelton, is the most accomplished across all the Westside. Having literally grown up on a swim team (her parents were Head-Coaches), Monique has an extraordinary knowledge base, while continuing to evolve. She coaches with a simultaneously strong and compassionate hand and utilizes the most progressive technical theories backed by research and proven results. Monique's Assistant, Lana Shapiro, is a Culver City native who swam, played polo and was a Team Captain for CCHS. Lana went on to swim and also coach directly under famed Head Coach Dr. Dave Salo and living legend, John Urbanchek at the club team, Irvine Novaquatics (Nova). Nova produced six Olympians for the '04 Games, an unprecedented accomplishment. Dr. Salo was also recently named Head Coach at USC. Lana arrived at Edge Swim Club with a bag full of great tricks, direct from the sport's current pinnacle. Moran spearheads the organization as a whole. He personally interviews every prospective family and conducts each tryout. He spends extra time with the newest members and strives to maintain an active connection with every single athlete. He has delegated competitive-training authority to Monique. In exchange, Monique has no administrative duties whatsoever. Her sole focus is the planning, improvement, training and competitive-success of our athletes. Behind the scenes, Moran wears several other hats. In 2004, Edge Swim Club was formally recognized by SCORE, "a non-profit association of highly experienced current and retired business executives and owners...," for our organizational and managerial success (See Attachment #6). Coaching, Practice & Meet Schedule Current Enrollment As of July 26, 2006, Edge Swim Club's current active enrollment is 114 athletes. We have 17 in Pre-Team, 45 Novices (Red-One & Red-Two Groups), 34 Intermediates (White Group), and 18 Senior-level swimmers (Blue Group). We will not allow anyone to enter the top, Platinum, group until fall, when time-based objective standards come into effect. Swimmers must qualify to earn the privilege of training at that level.|1010| 15.Positive and Progressive Experience for All Levels and Interests of Swimmers Depending on their Group designation and commitment level, our athletes currently train from 1.25 to 2.5 hours per day, from 3 to 5 days per week. We also offer a fitness program that functions much like a gym-membership. Athletes in this group pay a monthly flat fee and can attend as many or as few times per week as they wish in 1/2 hour increments. That structure allows certain kids, for whatever reason, to train at their own pace and to have complete autonomy over their commitment level. Creating Success While Sharing Limited Resources For five years, we have regularly negotiated with the City and all regular groups, including AquaFit, SCAQ and two adult polo clubs, to keep a balance regarding the limited resources of space and time use at the Plunge. A harmony exists among us. We all have different needs, including the current City programs. Over the years, we each seem to have learned to sacrifice at certain times and to assert ourselves at others. It is not perfect; and heads do clash. However, as we have all come to know and respect each other, disagreements have grown few and far between and a solution is just a conversation away. In our early days, Edge Swim Club and SCAQ spun a little drama. Dare I say today that, when the '06 summer ends, we will owe gratitude to SCAQ for having sacrificed a long-course lane to help accommodate our 300% growth. We have adopted a "Culver City-centric" approach toward recruiting that has proven quite effective (See Attachment #7). I have the perception that we all work together quite well. Edge Swim Club commits to continue, as we have done for the past five years, to respect the needs of all the legitimate groups who utilize the facility, regardless of our eventual growth and/or status. The Plunge must remain a community-oriented facility for the long-term success of us all. Competitive Meet Schedule Regarding our competitive meet schedule, with the exception of a traditional Valentine's Day trophy meet, Edge Swim Club competes exclusively as a USA-Swimming member. USA-S has the sole duty of filling the slots for the Olympic Swim Team, a task-at which they are exceptionally good. They have created a macro-meet structure that supports athletes from their first splash-meets all the-way through the Olympic Trials. There is a meet and events for every level of swimmer. Meets are by nature and design very positive and supportive environments. Within USA-S's greater structure, we are one of approximately 36 teams that comprise "Pacific Committee." Committee-level meets have grown burdensome with the average attendance being over 500 and at times as high as 900. This means 12-14 hour days, for 2 and 3 day meets. It's too much to ask of families and facilities on a regular basis. There is a movement to host smaller dual and tri meets, to improve the efficiency and effectiveness. After 4 V2 years, Edge Swim Club took a 5 month sabbatical from competition, between February and July 2006. For several reasons, we needed to rebuild and restructure. We are the better for it. On July 22 and 23, we took 34 athletes to the Pacific Committee championship meet and made a strong showing. We are beginning to roll at an entirely new level. Much work still lies ahead to become a Team-level competitive force in this area. Moran and Coach Monique are now working on a fall/winter meet schedule that will include both smaller 5and full-committee meets, all with a strategic eye toward the winter "AA" meet and Spring Junior Olympics. Benefit & Cost to Participants & Financial Benefit to City ***As per specific instructions, we have submitted this section in a separate sealed envelope*** Contract Commitment Presuming that the contract will be negotiated and signed in the next several weeks, fall 2006, Edge Swim Club prefers a six year contract with Culver City. Exactly six years from now, the 2012 Summer Olympics will be held in London. Prior to, and throughout that event, we want both the City's and Edge Swim Club's energy and efforts totally focused on the Team and our athletes. We believe it is in both Culver City's and Edge Swim Club's greater interests to delve into renewal and/or renegotiation in late fall or early winter 2012. The Future of Edge Swim Club We have just begun... In the near future (fall & winter '06), here's what we have on tap: 1) Settle-In r a Larger-Sized Team, Build Competitive Status Previous to summer '06, Edge Swim Club's maximum size was 75 athletes. In April, we had 38. We set a goal of reaching 120 active participants by September 30 th. As of July 26 th, we are only 6 from that goal and average 8 tryouts per week. We will continue to accept new athletes until our daily workouts reach the self-imposed maximum athlete/coach ratio of 20/1. Currently we range 15-17 on peak days. When that max is reached, we will suspend recruiting and begin a waitlist. Our growth has been so rapid; we have not yet fully equipped our athletes in Edge gear (caps, shirts, parkas, etc...), and have been indoctrinating the new families on the fly. While remaining aware of the inevitable winter drop-off, we need to solidify our ranks, and fully bond with our current members. We believe this tactic will build loyalty that will prove more valuable in the long run than simply trying to keep our lanes fully stocked. We cast a wide net this summer and much new raw competitive talent has come our way. We want to make sure we give them the best possible training and competitive opportunities to help ensure their longevity in our program.|1010| /7.2) Help Prepare CCHS for Water-Polo and Swim Seasons This summer, CCHS and Edge Swim Club is interacting at a higher-level than ever before (See Attachment #8). We employ both current and graduated CCHS team members. We train several athletes who are already on the high school team or preparing to join it (See Attachment #9 -posted at Plunge entrance since May '06). We want to expand on that relationship, toward the best interests of everyone, including the school district and the City itself. Come fall, we will coordinate with Coach Nester Dordoni's pre-season training schedule for both the Water Polo and Swim seasons 4. We will offer FREE club training; and then hand them over to Coach Nester for his pre-season prep and full season training. In this way, we can contribute to the improvement of CCHS's athletic performance, while respecting the boundaries of their main Coach's well-established program. 3) Formal Creation of "Healthy Choices" Group During a spring brainstorming session, Recreation Manager Marty Nicholson proposed that Edge Swim Club focus on the nationwide epidemic of child obesity. This is an excellent idea. We've been working behind the scenes to create a specific group that tackles that issue head-on. Over the past several weeks, Moran has been in contact with Mia Arias, Wellness Project Coordinator, of the Culver City Youth Health Center and Ann Alexander, Co-President, of the Friends of the Culver City Youth Health Center. Separate from us, they've been putting together a "teen weight management program". Edge Swim Club and the Culver City Youth Health Center have committed to working together on a trial basis. We have scheduled an August afternoon for their clients to come to the Plunge and receive professional training from us, at no cost, in order to help educate them on the health benefits of swimming That date has just been pushed to fall, due to their need to recruit more teens. Regardless of the outcome of this particular venture, Edge Swim Club is splitting it's current "White" Group into "Fitness" and "Healthy Choices" groups. "Healthy Fitness" will specifically recruit children with obesity issues, then place them in this challenging and supportive environment to be professionally coached and mentored by their other Team members. We have been laying groundwork for this by already welcoming obese children this summer and creating an entire page on our website devoted to nutrition. 4) Network/Foundation Toward Creation of Disabled-Children's Group The process of Edge Swim Club creating a group specifically tailored for disabled children is in its infancy, though we have received several requests for it over the years. We now believe we're close to having sufficient infrastructure in place to accommodate such a challenge. Barbara Effros of the Culver City Disability Commission is a Team parent who, among others, has offered to assist in networking for this endeavor. We do not anticipate accepting athletes or creating a formal group for at least another year, but we will soon be in a position to begin formal networking.|1010|We intend to eventually create a club-level program for water-polo and have done some preliminary research into sanctioning and informal recruiting for a polo coach. But we do not anticipate that being a priority in 2006. / g. 7We believe creating such a group would be incredibly worthwhile for practicing our principles and for teaching all of our athletes the meaning of "Champion." Special Note: We're not currently equipped to handle the full-load described in #3 and #4 of this section. And Moran does not intend to carry all that weight on his shoulders. Rather, we will follow the "Henry Ford Doctrine": While remaining ultimately responsible for the overall success, we will recruit top specialists in specific coaching/teacher fields, pay well above the norm, and delegate authority over the individual programs to those experts. What Edge Swim Club Requests from Culver City Most Important: We ask the City to maintain an open-mind with respect to more evolving opportunities. Edge Swim Club believes we are in the unique position to have a long-term positive affect on the sport of swimming in an unprecedented way. I just completed my first year and am studying Liberal Arts with a concentration in Social and Behavioral Sciences. Into college, I swam one year at University of California Santa Cruz and one year at Santa Monica College. I made the State meet in 50 Breast, 100 Breast, 4x50 Medley Relay and the 4x100 Medley Relay. We placed 4th overall in both Relays! Because lane use and workout schedule go hand-in-handi,vithin a community context, in considering questions #1 and #2, I combine the two and follow your distinction between "the school year" and "the summer months", Workout Schedule and Lane Use In reality, this is not as simple a question as it appears. Workout schedule and lane use are necessarily intertwined. As such, there is a constant balancing act with the Team, other aquatics organizations, and City needs. No organization can find success by focusing on just its own wants for space, time or growth. There is a give and take in every aspect. Keeping that reality in mind, I provide below how the system is set-up to run right now and our initial plans to welcome and accommodate continuing growth. a) School Year (USA-S Fall/Winter & Spring Seasons) Your question is timely, because Culver City's aquatics community is transitioning into this schedule now. Our negotiated schedule is as follows: M: Long Course - 4:30 to 5:30; 5-6 lanes (no other users booked) 5:30 to 6:00; 3-4 lanes (SCAQ arrives, Edge novices exit, 1/3 pool empty) 6:00 to 6:30; 1-2 lanes (Edge intermediates exit, SCAQ increases) T: Short Course —4:30 to 5:30; 1/3 of pool, + 1 or 2 lanes (allow space for CCHS polo exit, lap swimming, 113 pool empty) 5:30 to 6:00; 3-4 lanes (Most Edge fitness-group exit, lap swim increases) 6:00 to 6:30; 1-2 lanes (Edge seniors only, lap swim and AquaFit top use) W: Identical to Monday TH: Identical to Tuesday F: Short Course — 4:30 to 5:30, apx. 2/3 of pool, give or take 1-2 lanes 5:30 to 6:00, 1/3 of pool (Edge novices exit, SCAQ arrives, 1/3 empty) 6:00 to 6:15, Edge seniors and SCAQ. We condense into fewer lanes and allow time for staff to complete pool set-up. AquaFit and lap swim wait for space to clear, if necessary. 19 Summer Months (USA-S Summer Season) This past summer, Edge Swim Club experienced 300% growth. The aquatics community accommodated and we completed the transition into a solid mid-sized Team rather well. Tuesday and Thursday Short-Course days were reserved for Intermediate and Senior swimmers. We used 1/3 the pool and shared with lap swimming, AquaFit and masters club polo with no issues. But, Monday Wednesday and Friday Long Course days were overcrowded during the peak time (5:30 to 6:30), with City lessons just ending, a continuing City private-lessons lane, 4 Edge lanes and 3 SCAQ lanes. However, SCAQ's Director and I have been discussing better ways to get more effective pool use for everyone. SCAQ is locked into a 5:30 and later schedule because their adult clientele have jobs. To attract and retain swimmers, they must have enough lanes throughout the early evening. Edge Swim Club is locked into late-afternoon and early evening workouts because we deal with adolescents and young adults who have summer jobs and school, get rides from working parents, etc... The lessons program (whether run by the City or by Edge Swim Club) has the most flexible clientele. Parents and/or babysitters for the little ones are able to come at all times of day. If someone is capable of bringing a child at 3:00 or 4:00 p.m., they are just as capable of attending at 2:00 p.m. In addition, the lessons would be more effectively marketed if they shared some time with recreation swim, rather than the current all or nothing approach. Share and bring more exposure to the lessons. In addition, if we spread out lessons through the day (rather than grouped for just two, two hour periods) we could serve more kids and generate more revenue. For the same reasons, in mid-afternoon (3:30), Edge Swim Club would get marketing benefits by sharing time with the lessons (as we did to great success in Summer '05). All the user groups (Lessons, Edge and SCAQ) would benefit substantially by a more dynamic approach to the lessons. If Edge could put its novice groups in the water at least one hour earlier, or staggered and beginning two hours earlier, SCAQ could have more lanes when they need them most and the entire community would be better served. Overall, the summer schedule is in need of a new approach and revision to accommodate the growing success of us all. '06 brought new blood and success into all the groups' ranks. With success comes the need for new ways of thinking, more enlightened ways of approaching old problems. With the right mindset, we can all continue expanding by simply better utilizing the exact same resources. Conclusion As it stands, with an efficient/effective pool staff working pool transitions, there is still room for Edge Swim Club to continue considerable expansion into the under-utilized spaces noted in the above schedules. Our statistics show that fewer than 70% of active/on-roster swimmers actually attend on peak days, less in late week. With that in mind. Edge Swim Club can double again from its current size (up to 200 on-roster) before negatively impacting any other group. We can grow even more without negative impact if we utilize the empty weekend space as well. We can 9.ep ZU U0 I Z. I ( p tAnay vopp 111-000-U0L0 10.4 do this while maintaining a general rule of 7 novices or 4 seniors per Short Course lane and 2.5 times those numbers for Long Course). Culver City Plunge now runs better than it has in at least the past 6 years. However, the facility is still way underutilized. From a corporate standpoint, Edge Swim Club is poised and ready to continue with aggressive marketing and brand-building. We believe that, in partnership with Culver City and with a consistently warm and welcoming facility, our Team can continue an overall net-growth throughout the winter months and be at full capacity by July '07. In doing this, we will bring an unprecedented level of positive notoriety and increasing revenue streams for everyone affected. Number of Swim Meet Weekends per Year There are several factors that currently serve as disincentives for anyone to host meets, one of which comes directly from a recent change in Rec. Dept. policy. That said, Edge Swim Club is carrying out a plan. We are working behind the scenes to create a more conducive environment. Below, I will summarize the disincentives and then explain in brief our work to improve the meet environment so that we will be motivated to host meets once again. On August 2", Aquatic Coordinator Elizabeth Price issued a memo forbidding the use of blocks in Long Course. Summer is exclusively Long Course season. Elizabeth did this after one of our swimmers (the only one in our history) was not paying attention to her Coach and bumped her head on the bottom. There was no serious injury and the girl continues on the Team today. Obviously, if Elizabeth's rule is enforced, it eliminates Culver City's ability to host meets throughout the peak summer months when attendance is at a high and long course pools are in greatest demand. This policy over-reaction to an unprecedented incident eliminates an entire season of hosting. Beyond Culver City and Edge Swim Club, the Pacific Committee (our governing sub-section of Southern California Swimming) has been dealing with a growing leadership crisis. Most team leaders, including me, do not have faith/trust in the current Committee or Meet Administration leadership. Their actions have led to poorly run and grossly over-crowded meets. Disconnected from the overall athlete population's interests, they give obvious special favors to a small handful of "buddy" Teams, which gives the entire section a feeling of frustration and dissention. - This has negatively affected the section as a whole. Complaints by several Teams to the SCS level went unanswered. At the top, there has been very stagnant leadership afraid and highly resistant to any substantive change. Meetings dwell for hours on details that would be delegated and handled in minutes by a properly functioning Board or CEO. The result is, of 38 active Teams in Pacific Committee, only 6 agreed to host meets in 2007'. This lack of support is beginning to create new opportunities. What does all that mean for Culver City and its need to generate more revenue? Edge Swim Club has transcended SCS. I resigned from all Board positions tied to them over a year ago. Building from my National Delegate days, with the exception of basic administrative paperwork, we now do all club/business development work at the National-level. We are taking a leadership role and preparing to bring about positive change throughout the entire section. Edge Swim Club is developing a meet series that is revolutionary and far superior to both the 500 person plus mega-meet concept and the dual-meet concept into which most of USA- Swimming has locked itself Instead, we will host smaller Team-elimination meet series. We look forward to your Department's recommendation before the City Council. 3/aREQUEST FOR PROPOSAL FINANCIAL RESPONSES EDGE SWIM CLUB 32.Benefit & Cost to Participants & Financial Benefit to City What is the Cost and How Does the Program Benefit Participants? Pre-Team cost is $65 per 2 week session. Six hours total instruction with a max 6/1 Student/Teacher ratio. Registration & Insurance costs $28 for entire summer. All Full Team memberships have a one-time $100 ($35 for Scholarship recipients) Administrative fee, which covers Edge Swim Club's costs to enter the new client info into ours and USA-Swimming databases. This allows the athlete to participate in our program on a month-to-month basis until they graduate college. Registration & Insurance costs $50 ($7 for Scholarship recipients) per fiscal year. Team Monthly Dues: $50 Scholarship — regardless of group $90 Novice (Red-One) $100 Fitness & Intermediate (White) $105 Jr. Competitive (Red-Two) & Senior Development (Blue) $120 Sr. Competitive (Platinum) We currently have 18 athletes on "need-based" scholarship and one athlete on the "Clareen Mitchell Memorial Scholarship" (her daughter). We expect one additional athlete to soon apply for the latter. Many of the benefits our Team members and families receive have been detailed in the main portion of this proposal. There is a "value" that we instill into both the participating individuals and the greater Culver City community that cannot be quantified with numbers. However, as we grow and evolve, this quality will be what our City leaders refer to when protecting and promoting our community. It is part of what real-estate brokers will sell to young families looking for the right place to raise their children. It is what a community newspaper will report with pride. It is what a child will hang on his wall and a family will proudly mount on their mantle. It is worth more than money and it can best be seen in the eyes of those who possess it. How Will Contracting with Edge Swim Club Generate More Revenue for Culver City? 1) Gross Revenue Share, rather than Rental Fees July 2006, Edge Swim Club (with minor billing adjustments) paid approximately $900 in rent. The highest the City has ever charged us for a month's rental is less than $1,500, which happened before we learned how to maximize the system. We are confident that, if we were to 1remain renters, we could properly train our athletes year round for no more than $1,000 per month. Rental fees are based on the $75.00 per hour standard rental fee all user-groups pay for the entire pool and the proportional equivalent for pool sections. Because you can load lanes with extra swimmers when necessary, rental fees remain more or less constant, regardless of the number of active participants. Consider this hypothetical. If Edge Swim Club and Culver City were under contract today for the City to receive 12.5% of gross receipts on Edge Swim Club's monthly dues-only, the August '06 breakdown would go roughly as follows: 114 athletes Total 17 Pre-Team ($65 x 17 x 2 ) = $2,210 45 Novices ($90 x 45) = $4,050 34 Intermediates ($100 x 34) = $3,400 18 Competitive-level ($105 x 18) = $1,890 Sub-Total: $11,550 Deductions 18 Need-Based Scholarships: Scholarship dues are locked at $50 per month, regardless of level and are not offered to Pre-Team. So we calculate the lost revenue by finding the average of the 3 remaining groups, which equals $48 per scholarship athlete. Thus, 18 x $48 = -$864 9 CCHS & NDA Swim Team Free Summer Training: All athletes are obviously competitive high school-level, placing them by in Competitive Level. Thus, 9 x $105 = -$945.00 Deductions Total: $1,809 Gross Dues Revenue: $9,741 Culver City Share: $9,741 x .125 = $1,218 This is a $200 to $300 per month increase in rental fees alone. We raise dues approximately once every 12 months. In addition, we will eventually phase out the free high-school summer training program as our Competitive reputation grows. We will also have an increasing number of athletes participating at the "Platinum" level of $120 per month. Obviously, the benefit to Edge Swim Club for giving up a larger revenue share is the City now has a vested interest in our success. Right now, our goal is to minimize our expenses to you. Under a revenue share agreement, when we recruit and retain members, the City receives increased earnings. You all accomplish this with less administrative effort than today. 3 2/ 2But the potential financial rewards have just begun... 2) Revenue Share for Swim Meets As swim meets are currently run in Pacific Committee, most Teams average about $3,000 "profit" per meet. However, there is a long planning process, the event itself is labor intensive (which falls on volunteer parents) and the host pool has to close itself off from other revenue for an entire weekend. This actually works against client retention. Edge Swim Club believes that is the entrepreneurial equivalent of 'robbing Peter to pay Paul.' Thus, we currently tend to avoid hosting meets. However, we have created an outline for an improved meet format, that still falls within USA- Swimming sanction requirements, but does not tax our clients and is far more accommodating to our host pool and thus, greater Culver City community. In the traditional meet format, a host pool can expect to gross approximately $1,800 for closing off their pool and supplying parking for two 12 hour weekend days. During that time, they receive no other revenue from other groups and their costs increase for extra staff, supplies, etc... To protect our intellectual property, Edge Swim Club prefers to save the details of our improved approach to meet hosting until we enter the contracting phase. We will then reveal a more detailed plan, in closed negotiations, that demonstrates how the City can collect a revenue-share of at least $1,800 for a meet or series of meets that does not burden Edge Swim Club's clientele and requires far less of the City's resources to accommodate and promote- 3) Revenue Share for Weekend Technique Clinics Technique clinics are among the highest potential revenue streams for a top-ranked competitive program. Teams with a sport-wide respected Head Coach can charge $100, or more, per attendee to perform a one-time analysis, commentary and stroke correction analysis. These sessions are underwater and above-water videotaped, with the Instructor's commentary included. A DVD is burned on-deck and included as part of the attendee's fee. We do not yet possess the active reputation required. But we are consciously and deliberately moving in that direction. We also will need to acquire specialized software and at least one other laptop. But, we do currently possess the requisite taping equipment and the knowledge of how to structure and perform the clinic. Under our current rental agreement, we could rent 1/3 of the Plunge (at $25 per hour) for a one- day ten-hour clinic. The City's revenue would thus be $250. But, if we were under a 12.5% revenue share agreement and allowed only 50 attendees, at $100 per, for the exact same event, the City's take would be $625. 4) Revenue Share for Contracting Edge Swim Club to Oversee the City's Lesson Program Our original intent was to provide a detailed breakdown of the City's estimated net-profit from the '06 summer and compare it with a revenue share hypothetical, based on a tiered- organizational model Moran has created. However, in all fairness to the City and the Recreation Department, this year's lessons program is the best we have ever seen them manage it. We have no desire to sell Culver City on any idea that is not truly in its best interests. Therefore, Edge Swim Club proposes that, during the contracting stage, the Recreation Department supply a detailed breakdown of the combined net-profit it derived from this year's group and private 3 35:lesson programs. Simultaneous, we will supply a detailed proposal for the program we want to utilize, using the same number of actual '06 participants. During negotiations, we will then all sit down and openly evaluate how best to maximize revenues for both entities and to provide the best possible instruction and "Team-feeder" program. We can then formalize our conclusions as part of the greater contract. A Final Note: Moran has another potential revenue stream that benefits the City of Culver City, Edge Swim Club and involves a third entity. We are not yet ready to present. At this time, we ask only that the City maintain an open-mind and be willing to discuss another opportunity that will not conflict with or subvert in any way the contract we are now preparing to create. His journey has included eleven United States National Champion titles and two World Champion titles. Lenny has held five world records and was named "Swimmer of the Year" by United States Swimming in 1999 and 2000. He still holds one United States American record. To exemplify the attitude and respect fellow Olympians have for Lenny, he was selected as the Team Captain representing the 2004 Olympic Swim Team. Lenny is a national icon. He is a Southern California success story who trained locally and has a spotless image and reputation. Lenny graduated from USC in 1998 with a degree in business administration. In 2005, Lenny opened the "Lenny Krayzelburg Swim School." The success of this venture has been immediate and his school operates at full capacity. The school teaches infants to adults how to swim one stroke at a time. He utilizes a program called Smart Fish (smartfishmethod.com ). Lenny started this school in July of 2005 with seven employees and two locations. As of July, 2006, Lenny has a staff of twenty-two employees and over 1200 students have enrolled in the program. Also, in 2005, Lenny, with the help of head coach Val Bagri, started the Royal Swim Team. This team has started small and is very rapidly becoming a dominant participant in all Southern California swimming competitions. This is Lenny's only competitive swim venture, and he wants this team to be a reflection of all the good experiences that swimming has brought him. For the past two years, Lenny has been a joint owner in the "Swim with the Stars" swim camp. This camp combines swimming, lectures, videos, a stroke clinic and just plain fun from the most highly recognized coaches and Olympic swimmers in the United States. This camp has been organized with fellow Olympians Michael Phelps and Ian Crocker and a short list of the stars includes: Katie Hoff, Megan Quann Jendrick, and Kirsty Coventry. The coaching staff includes: Bob Bowman (Ass. Coach for the 2004 U.S. Olympic Team), John Howell (Head Coach for Emory Univ.), and Gerry Rodrigues (U.C.L.A. Masters Coach). Val attended college at the Lviv Sate Institute of Physical Culture, where he specialized in swimming, and in 1995, earned a Bachelor of Science degree in Physical Science. In June, 2006, Val became an American Citizen. As a competitor, Val brings ten years of international competition to our swimmers. Val has been a finalist in the French Cup, the Ukraine National Championships, the French National Championships and the World Cup. He has competed in Rome, Monaco, Barcelona and Canet. In 2004, Val became the Head Age Group Coach for Team Santa Monica. In the span of one year, Val produced one national swimmer and sixteen junior olympic finalists. The swimming community is a very close-nit group and word of his accomplishments has spread quickly. Val possesses that rare quality, where a champion athlete can communicate his experience to children who are just beginning to realize their potential. The children who train under Val are very lucky, and they know it. This helps to explain the rapid growth of his team. Val has served- as the Head Coach and Aquatics Coordinator for Pinecrest Schools. He has also served as the Head Coach and as a swim coach for two teams in France. Gennadii Kliuchnyk: Gennadii is in charge of Royal Swim Teams silver group. He was awarded a Bachelor of Science degree in Physical Education from the Ukrainian State University of Physical Education and Sports in 1998. Also from a family rich in coaching and swimming excellence, Gennadii spent five years as a swim coach for both the National Olympic Sports School and the Sports Club of Military Forces. Gennadii spent an additional four years as the National Team Manager for the Ukrainian Swimming Federation. Gennadii has a gift for teaching children perfect stroke technique. He is a stickler for details and treats each child as if they were his only student.Repolas Janonis: Rap, as he is affectionately called by his swimmers, is the driving force behind our bronze group. Rap has the perfect personality for small children. He is patient, caring and very consistent in his approach towards molding our future competitors. His swimmers continually demonstrate their mastery of his teachings as they begin their competitive endeavors. Rap has been a swimming instructor and coach since the inception of our team. Rap is currently attending Santa Monica College and is a member of their swim team. Kenneth Hammer: Ken serves as our public relations individual. Ken has lived in Culver City for the past 14-15 years and has been involved with U.S.A. Swimming for the past four and a half years. Ken has a Bachelors Degree in Biology/ Medical Technology. He has worked for Cedars-sinai Medical Center for the past twenty-five years and has lived in Southern California his whole life. Ken is a people person who is outgoing and easy to work with. Ken is the teams' representative at local Pacific Committee meetings and will be attending all necessary city council meetings dealing with the park and/or pool. He is the go—to person who will arrange for city fire and meet permits. Ken orients new parents/ families to the Royal Swim Team philosophy and advises them on all matters relating to the organization of Southern California competitive swimming. Currently, Matthew is ranked third in the United States as an eleven year old in the 1500 meter freestyle. He is ranked 12 th in the 800 meter freestyle. Last year, Matthew was selected as one of the top five, 9-10 year olds, in all of Southern California to represent SCS Swimming at the Utah National Western Zone Championships. He made the finals in five events. Tracie Reid-Dozal: Tracie takes charge of our parent's organization. Tracie has lived in Culver City for the past 20 years. An active member of U.S.A. Swimming for the last six years, Tracie ensures that the parents of Royal Swim Team are informed regarding timing assignments, swim practice schedules, team meetings and the collection of funds for team equipment. Tracie communicates parent concerns to our coaches and is instrumental in recommending solid, amenable solutions to the many issues encountered on a day-to-day basis. Aaron attends El Marino Elementary School and Michael is now in his second year at Culver Middle School. This practice schedule will reflect those conditions. On a daily basis, during short course swimming, eight to ten lanes will be necessary. During long course swimming, three to four lanes will be required. Short Course Season (8/16 — 3/31): Our proposed schedule could be shifted 30 minutes later if deemed necessary by the Director / Supervisor of the Culver City Plunge. We would prefer three days of long course swimming and three days short course swimming, however we can assimilate to the present format as needed. Exceptions: On days where heavy rain, lightening and thunder are present, we will move the children to an indoor facility already at our disposal. During the Christmas (winter) break from school, if the pool is open, we would ask for an additional four early morning time slots. The silver and bronze groups will follow a similar pattern, with reduced total yardage, and slower interval times. On Monday's and Wednesday's, there is 30 minutes of dryland training prior to practice. On Tuesday, Thursday and Friday, fifteen minutes of stretching is required prior to practice. Dryland exercises involve the use of stretch cords, medicine balls, calistentics and running. For some meets we will train straight through, however, we tend to taper our training one to two weeks before major competitions. Training can vary from seven straight days of I.M. swimming, to concentration of just one stroke. Swimming drills are heavily used to maintain stroke consistency and proper balance. The Royal Swim Team will usually swim in two weekend competitions per month. We attend most large invitational meets including the junior olympics and national zone meets. This past July, we spent the weekend competing in Santa Barbara. Please note that attendance at every meet is not a prerequisite to be on the team. Expected workout schedule: Throughout both the school year and during the summer months, we hope to maintain a consistent workout schedule as follows: Gold Team Workout Schedule Monday to Friday (5 days per week) from 4:30 P.M. to 6:30 P.M. Saturday ( from 12:00 noon to 2:00 P.M. ) during the school year. Saturday ( from 10:00 A.M. to 12:00 noon ) during the summer months. Note: The pool use times on Saturdays are easily adjusted to fit the current Plunge schedule. Total workout schedule: Six days per week at two hours per day. Fee schedules will be published on the Royal Swim Team website. 76:Royal Swim Team will contribute revenue to the city of Culver City using a scaled approach which increases with each year of the contractual agreement. We would like to enter into a three year agreement. Year one: Starting with 49 swimmers registered as Royal Swim Team Members, we will supply to the city of Culver City, 20% of the monthly dues from each participant. For each participant in the gold group, $165 x .20 = $33.00 is contributed to the city. For each participant in the silver group, $155 x .20 = $31.00 is contributed to the city. The proposal was specific and therefore, was easy to assess. The Team spoke to the questions directly in an easily understandable manner. Edge Swim Club: The Founder and Director has an academic background in Law with collegiate swim team experience and some extra-collegiate swim coach training. No mention was made of any personal swim team rankings. The Head Competitive Coach holds a Teacher Certificate and has athletic experience extending from high school with various awards and records. She has coached in some capacity since 1983 and has coached two Top-16 athletes as well as other swimmers at various other levels. The Assistant Coaches have taught or coached swimming for approximately 6-9 years and have had some success in personal competition. Other parent assistants include a Parent Coordinator, Royal Swim Team: The President/CFO has a degree in Business Administration from USC (1998). He is a four time Olympic Gold Medalist, holds eleven National Champion titles, five world records, Swimmer of the Year (1999 and 2000) by the United States Swimming and was selected as the Team Captain representing the 2004 Olympic Swim Team. He holds many other titles and honors. The Head Coach holds a Bachelors Degree in Physical Science (from the Lviv State Institute of Physical Culture- Ukraine; equivalent to Physical Education in the USA). He has ten years of international competition, has been a finalist in the French World Cup, the Ukraine National Championships, the French National Championships and the World Cup. He has served as a head coach and aquatics coordinator in France and the USA. There are four Assistant Head Coach positions, all held by people with relevant education degrees and extensive competitive swim team/ coaching experience.
