RECOMMENDATION
Staff recommends the City Council approve an application for grant funds in the amount of $15,583 through the FY 2023 US Department of Justice, Edward Byrne Memorial Justice Assistant Grant (JAG) Program Local Solicitation for the purchase of Racial and Identity Profiling Act (RIPA) data collection software.
BACKGROUND/ DISCUSSION
The Edward Byrne Memorial JAG Program is the primary provider of criminal justice funding to State and local jurisdictions. JAG funds support all components of the criminal justice system. The JAG list established by the Bureau of Justice Statistics indicates the amount for which each unit of government is eligible to apply. The procedure for allocating JAG funds is based on a formula of population and violent crime statistics, in combination with a minimum allocation to ensure that each state and territory receives an appropriate share of funding. Sixty percent (60%) of the allocation is awarded to the State and forty percent (40%) is set aside for direct awards to units of local government. Based on the formula listed above, the City of Culver City is allocated $15,583.
In 2015, the State of California passed Assembly Bill (AB) 953, known as the Racial and Identity Profiling Act (RIPA). The bill requires each state and local agency that employs peace officers to annually report data on all stops to the Attorney General. In addition, the RIPA Act also created a RIPA Board, which was primarily tasked with making data collection and analysis recommendations to the Attorney General’s Office.
The Culver City Police Department proactively worked to comply early with AB 953, while balancing the privacy concerns of the public and cumbersome reporting requirements. To better streamline the RIPA information collection process, and for the police officers to be more efficient in the field, the Police Department is requesting the funds be used to purchase a robust Software-as-a-Service (SaaS) solution that streamlines RIPA data collection. The RIPA data collection software application will make it easier for police officers to report the required stop data using a cell phone or tablet. The software application ensures the required data is collected in the required reporting format for the Attorney General’s Office.
FISCAL ANALYSIS
The requested grant funding amount is $15,583 for the RIPA information software application.
MOTIONS
That the City Council:
1. Approve an application for grant funds in the amount of $15,583 through the FY 2023 US Department of Justice, Local Edward Byrne Memorial Justice Assistance Grant Program for the purchase of Racial and Identity Profiling Act (RIPA) data collection software; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
