BACKGROUND: On September 14, 2009, the City Council accepted a grant from and approved an agreement with KaBOOM! for playground improvements at Veterans’ Memorial Park. The KaBOOM! grant requires community participation as a key element to the grant process, including active planning committees and ultimately a community-built playground. The Build Day for the Veterans’ Memorial Park playground is Thursday, December 3, 2009. The KaBOOM! playground project at Veterans’ Memorial Park officially kicked off on October 1, 2009 with Playground Design Day. The event was a big success thanks to the participation of community members, the Culver City Great Parks Association, and City staff. This four-hour meeting was well-attended, engaging over 100 children and adults in designing a new playground structure for the park. Design Day began with input from the children, or the ‘playground experts’ as they are aptly named by KaBOOM!. Over 50 children from around the City drew their dream playgrounds after which many had an opportunity to share their drawings with fellow attendees, as well as City staff and representatives from KaBOOM! and the projects’ funding partner. Participants developed playground equipment wish lists by creating priority rankings of potential playground components based on the input from the children earlier that evening. Following Design Day, KaBOOM! provided a synopsis of the input from the children and adults to their playground designers who then created three possible playground designs for the City to choose from in three color schemes selected by participants at Design Day. DISCUSSION: KaBOOM! has provided the three playground designs, including plans and specifications, for the playground improvements at Veterans’ Memorial Park. These are provided as Attachments 1-3. As part of the KaBOOM! community-build process, these designs were shared with the community via the City website, and email notification to everyone that provided an email address at Design Day or via the KaBOOM! information page on the City website. Community members were asked to rank the three designs and color schemes in order of preference. Rankings were also collected from students of the Culver City Afterschool Recreation Program (CCARP) who participated in Design Day. The City has the opportunity to select one design and one color scheme. The color schemes are interchangeable across any design; however modifications to the playground design are not permitted. Below please find a brief timeline of the design selection process: • October 9: KaBOOM! provides three designs to community participants with a link to a survey to rank design and color scheme • October 12: KaBOOM! designs posted to City website with link to survey • October 18: Ranking survey closes • October 19: Staff presents final recommendation to the City Council based on input from community and Staff. The City Council approves a design and color scheme • October 20: City provides KaBOOM! with design and color scheme selection (Design selection is to be provided to KaBOOM! within seven days of design availability in order to ensure timely delivery of the equipment.) Staff is not including a design recommendation within this report to maximize the time the community has to express their design and color preferences. Staff will provide a summary of the community input received and a recommendation to the City Council at its meeting of October 19, 2009. Created by Neevia Document Converter trial version http://www.neevia.com City of Culver City, California Agenda Item Report FISCAL ANALYSIS: Unlike the typical Capital Improvement Project grant funding received by the City, the KaBOOM! grant is not a monetary reimbursement of City expenditures related to the project. KaBOOM!’s contribution is the provision of playground equipment, ADA- compliant surfacing, labor and materials and supplies for side-projects that have a cumulative estimated value of approximately $75,000. Culver City is responsible for a $7,500 cash-match contribution, in addition to staff time and materials necessary to accomplish the project. The matching funds will be provided through the Los Angeles County Proposition A funding already committed to the project in capital project 42300924 – Veteran’s Park Playground Improvements. The use of these funds and other City resources was approved by the City Council with the acceptance of the grant on September 14, 2009. ATTACHMENTS: 1.
