RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize advertising for bids for the Citywide Sidewalk Repair Project, P-428.
BACKGROUND
On June 13, 2011, the City Council approved a professional services agreement
with Project Partners for Citywide Sidewalk Inspection Services. The services
included measuring and documenting all significant sidewalk displacements
(“uplifts”) or damage and incorporating their findings into an electronic database that
would be used by the City to prioritize future repairs. Project Partners surveyed all
of the sidewalks in Culver City and rated them based on the severity of the uplift.
The result of the Inspection Project was the identification of approximately 20,000
damaged or uplifted sidewalk segments, with the majority (75%) being rated as
mildly uplifted. All of the uplifts are caused by tree roots.
DISCUSSION:
Staff reviewed the inspection results and developed construction plans and
specifications to address the sidewalk conditions. The goal of the Sidewalk Repair
Project is to temporarily repair sidewalks, maintain a continuous walking surface and
reduce the potential of pedestrians tripping on the uplift until permanent repair can
be performed either by City crews or when funding becomes available for a future
capital improvement project. (The engineer’s estimate to replace all City sidewalks
identified in the aforementioned Inspection Project is approximately $4 million ~ $5
million)

Staff proposes two types of temporary repairs; 1) grinding, and; 2) asphalt concrete
(“AC”) ramping. The proposed grinding of the sidewalk uplift will make the surface
flush on both sides. The proposed AC ramping will create a wedge transition to the
uplifted sidewalk.
The types of sidewalk uplift as and proposed repairs are shown below:
The other approximately 4,000 locations have been identified as being severely
uplifted and those have been or will be replaced by the Public Works Department or
by separate contract. Minor uplifts (below ½” in height) will be repaired through
future capital improvement projects.
Since these repairs are temporary, the City’s sidewalks may continue to become
uplifted again. To address long-term monitoring of sidewalk conditions, staff will
return to the City Council with a request for authorization to release a Request for
Proposals to inspection companies for annual sidewalk inspection services. In the
future, staff will recommend inspecting approximately 1/4
th
of the City’s sidewalks
each year.

The Engineer’s Estimate for the project is approximately $500,000. Depending on
the bid results, the contract specifications will allow the City to award the contract
amount based on available budget.
