RECOMMENDATION:
Staff recommends that the City Council approve a purchase order with The Omega
Group for the purchase of a Regional Crime Mapping Program and related
software in an amount not-to-exceed $39,565.
BACKGROUND/DISCUSSION:
The City has been awarded funding from the 2011 Urban Areas Security Initiative
(UASI) Grant Program. The grant is administered through the United States
Department of Homeland Security.
In order to be eligible for UASI grant funding, agencies must engage in projects that
meet identified national, state, and local priorities, and these projects are required to be
regional in nature with multi-jurisdictional and preferably multi-disciplined benefits. The
City worked closely with its regional partners including the Los Angeles County Police
Chiefs Association to identify specific projects that would be beneficial to all of the area
law enforcement agencies. These projects entail further development of our regional
approach to training of personnel to enhance the competencies and capabilities of our
officers and to enhance our technologies and equipment.
The City has also been awarded funding from the 2011 Justice Assistance Grant (JAG)
Program. This grant is administered by the Bureau of Justice Assistance of the United
States Department of Justice. The JAG Program provides states, Native American
tribes, and local governments with critical funding necessary to support a range of
program areas including law enforcement, prosecution and courts, crime prevention and
education, corrections and community corrections, drug treatment and enforcement,
planning, evaluation, technology improvement, and crime victim and witness initiatives. City of Culver City, California

The initiation of a Regional Crime Mapping Program is an enhancement to the Police
Department’s technology and equipment which will enable the Department to efficiently
share crime statistics with our regional law enforcement partners in near real-time.
Participating agencies will have the ability to access a shared web-based database and
access crime statistics throughout the region. This will significantly enhance the
Department’s ability to identify and predict current and future crime trends, identify
potential suspects, and cultivate investigative leads. The Beverly Hills, Santa Monica,
and Los Angeles Police Departments are currently using a Regional Crime Mapping
Program called Crime View which is offered by The Omega Group.
This procurement is excepted from bid requirements per Culver City Municipal
Code Section § 3.07.045.E. Section 3.07.045.E excepts bidding requirements
“where items to be purchased are computer software, hardware maintenance
services or software maintenance services.” This procurement meets that
requirement.
Even though the purchase is exempt from formal bidding requirements, the Police
Department obtained quotes for the program and software as follows:

Staff reviewed all three quotes and determined all companies are responsive and
responsible. Therefore, staff recommends approving a Purchase Order with The
Omega Group.
FISCAL ANALYSIS:
The total cost for the Regional Crime Mapping Program and software is $39,565.
There are sufficient funds appropriated in the Urban Area Security Initiative Grant –
41440918 and the Justice Assistance Grant – 41440915 to cover the cost of this
procurement. No matching funds are required from the City.

and,
2. Authorize the Chief Financial Officer to review/prepare the necessary
documents; and,
3. Authorize the City Manager to execute such documents on behalf of the
City.
