RECOMMENDATION
Staff recommends the City Council (1) award a construction contract to GA Technical Services as the lowest responsive and responsible bidder, in the amount of $111,896.27 for the East Washington Fiber Optic Upgrade Project, PL015; and (2) authorize the Public Works Director to approve change orders to the contract in an amount not-to-exceed $16,784.44 to cover contingency costs (15%).
BACKGROUND
Approximately 75% of the City's traffic signals are connected with copper twisted pair wiring installed in the 1980s. The copper wiring has limited bandwidth, is becoming unreliable, and unable to handle the amount of traffic data used on a daily basis. Fiber optic cables will allow for remote monitoring and configuration of all devices as well as access to traffic data.
This project covers Washington Boulevard between National Boulevard and La Cienega Boulevard, and National Boulevard between Washington Boulevard and Eastham Drive.
On January 27, 2025, the City Council approved the final plans and specifications and authorized publication of a notice inviting bids for construction for the project.
DISCUSSION
The notice inviting bids was posted on PlanetBids on April 7, 2025. On May 1, 2025, 6 bids were received by the City’s Purchasing Division. A summary of the bids received is below:

Staff reviewed the bid documents and determined GA Technical Services submitted the lowest responsive bid. Staff reviewed the bid proposal and found the bid documents responsive, and complete. The company’s bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. GA Technical Services is a well-established electrical contractor and has completed many similar traffic signal projects in cities throughout southern California with satisfactory performance.
Construction is scheduled to begin in Summer of 2025 and is expected to be substantially completed by the Winter of 2025/2026. This project’s construction activities will be scheduled to minimize impacts to residents, businesses, and the traveling public.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding to cover the costs for the contract in the amount of $111,896.27 for the base bid and a 15% contingency of $16,784.44 for a total $128,680.71 in CIP No. PL015 (Traffic Signal Fiber Optic Upgrades). This project can be found in the Capital Improvements section of the budget book in the Summary by Fund and Project under Fund 435 (Measure M).

That the City Council:
1. Award the construction contract to GA Technical Services as the lowest responsive and responsible bidder, in the amount of $111,896.27 for the East Washington Fiber Optic Upgrade Project, PL015; and
2. Authorize the Public Works Director to approve change orders to the contract in an amount not-to-exceed $16,784.44 to cover contingency (15%); and
3. Authorize the City Attorney to review/prepare the necessary documents; and
4. Authorize the City Manager to execute such documents on behalf of the City.
