RECOMMENDATION

 

Staff recommends the City Council approve an agreement with St. Nick’s Christmas Lighting and Décor (St. Nick’s) for tree lights in Media Park in an amount not-to-exceed $60,000.

 

 

BACKGROUND

 

In 1987, the former Culver City Redevelopment Agency (CCRA) entered into a long-term lease agreement with the City of Los Angeles to revitalize and maintain Media Park (The Park) and the historic Ivy Substation.

 

The Park is approximately 1.1 acres and situated on a triangular shaped block bounded by Venice Boulevard on the northwest, Culver Boulevard on the northeast and Canfield Avenue on the southwest.  The park was originally revitalized by adding pagodas, planters, lighting and landscaping.  Recent enhancements to the park include increased maintenance, power washing, new general lighting fixtures, new trashcans, electrical repairs, and landscape modifications adjacent to the Ivy Substation.

 

The Park provides much needed open space in Downtown, and if designed with appropriate amenities, can function as a gathering spot for residents and visitors.  Current challenges include the lack of restrooms, inconsistent day/evening activation and adjacency to the Venice Boulevard commercial corridor.

 

 

DISCUSSION

 

In June 2024, staff issued a Request for Proposals (RFP) for the installation of decorative lighting on specific trees in Media Park. The lights would complement the existing lighting throughout Downtown Culver City and create an enhanced user experience and general aesthetic in the park. The proposers were asked to provide proposals for the following scope of work:

 

                     Coral Tree Lighting

Five coral trees include trunk and branches with warm mini lights.

 

                     Culver Boulevard/Media Park Entry Tree Lighting

Two Jacaranda trees located at the entrance of Media Park to include trunk and branches with warm mini lights. Trees should have similar lighting treatment to existing trees along Culver Boulevard.

 

                     Pergola Lighting

Entire structure lighting of large pergola including canopy and columns with warm mini lights.

 

                     Palm Tree Lighting at The Actors’ Gang

Four king palm trees’ trunks with warm mini lights.

 

The City received proposals from three firms and conducted a rigorous evaluation of the firms based on the following criteria:

 

                     Understanding of the project/scope of work and completeness of RFP                       

                     Qualifications of proposed project team                                                                                                                              

                     Firm’s experience with similar projects                                                                                                         

                     Project Schedule                                                                                                                                                                        

                     Cost and Cost Effectiveness

 

Staff from the Office of Economic and Cultural Development, Public Works Department, and Parks, Recreation and Community Services Department reviewed the proposals and ranked the firms based on the criteria above. After completion of the interviews, staff selected St. Nick’s Christmas Lighting and Decor based on their broad experience, comprehensive proposal, and fee value for the services proposed.

 

It should be noted that Polar Bear Lighting currently provides the decorative lighting services for Downtown Culver City Business Improvement District (BID).

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2024-2025 includes funding for decorative lighting in the amount of $80,000 in CIP Project PP024 (Media Park Lighting/Furniture), which can be found in the Capital Improvements and Acquisition Fund - Facilities Planning Reserve (Fund 420F) section of the budget book on page 480. Approximately $20,000 has been earmarked for electrical enhancements and tree trimming prior to the installation of lighting.  Staff is proposing a not-to-exceed agreement of $60,000 to allow for contingency and potential additive enhancements to the base proposal.

 

 

MOTION

 

That the City Council:

 

1.                     Approve an agreement with St. Nicks Christmas Lighting and Décor for tree lighting in Media Park for in an amount not-to-exceed $60,000; and

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
