RECOMMENDATION
Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission (1) draft a PRCS Commission Biannual Report to the City Council, including accomplishments during the period January through June 2025, and an update to the PRCS Commission’s 2025 Plans; and (2) authorize transmittal of the report to the City Council.
BACKGROUND
City Council Policy 3002, City Commissions, Boards and Committees; Appointed Representatives to Outside Agencies and Boards (CBC Policy), Section VI (page 7), states (in part): “Periodically, but no less than biannually, each CBC shall submit to the City Council a written report on their respective activities.” In order to prepare for this requirement, the City Clerk’s Office has directed staff to place this item on the agendas of all CBCs for their upcoming June or July meeting.
The written report to the City Council must list the PRCS Commission’s accomplishments during the previous six-months and include an update on the 2025 Scheduled Activities Plan. Upon transmittal of the report, City Clerk’s Office staff will then compile all of the work plans, draft a City Council staff report, and place it on the agenda as a “Receive and File” report. The previous report (Attachment 1) was presented to the City Council on February 10, 2025, along with those of the other CBCs.
DISCUSSION
Accomplishments During the Period January through June 2025
From staff’s perspective, some of the PRCS Commission highlights during this period include:
• Recommended to City Council to approve the Parks, Recreation and Community Services Department’s Parks Plan.
• Considered recommendations from the PRCS Commission’s Dual Striped Tennis Courts Ad Hoc Subcommittee on options to convert Culver City courts to dual-striped multiple use courts.
• Selected a PRCS Commissioner to act as a liaison to the Culver City Arts Foundation and report back on items related to arts in Culver City parks.
• Recommended to City Council new names for specific rooms in Veterans Memorial Building to accurately represent Culver City’s current Sister Cities.
• Provided feedback on the PRCS Department’s recommended updates to its fees and charges.
• Formed a Plunge Procedures Ad Hoc Subcommittee to explore different drop-in programming options at the Plunge and find solutions for staffing shortages.
PRCS Commission 2025 Goals and Plans
From staff’s perspective, some recommended goals and plans the PRCS Commission can adopt for July 2025-December 2025:
• Support community outreach efforts for park projects.
• Continue to work with PRCS staff to evaluate program fees and make recommendations to City Council.
• Continue to evaluate PRCS programming by receiving presentations from PRCS staff and making recommendations.
• Continue to advise PRCS staff on Plunge programming and staffing concerns.
