Nachbar (08/17/11) RECOMMENDATION: Staff recommends that the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for the Fire Station #1 Exterior Staircase Reconstruction Project. BACKGROUND/ DISCUSSION: Fire Station #1 is located at 9600 Culver Boulevard and was constructed in 1991. The station serves as the headquarters for the Fire Department and consists of an 18,500 square foot two-story main fire station building/apparatus bay and 9,400 square foot mechanics building. One of the three (3) staircases of the main building is an exterior staircase located in the rear. The exterior staircase was constructed with wood and with decorative quarry tiles covering the steps and risers and stucco along the exterior walls. Under the staircase, a storage room was created for miscellaneous use by the Fire Department. In July, 2002, according to the project files, a contractor was hired to repair the exterior staircase due to water intrusion and to repair broken quarry tiles on the steps. However, within a few years after the repair, evidence of water intrusion appeared again. Public Work Department maintenance staff has continued to perform numerous spot repairs to the ceramic tiles steps and areas where water intrusion was evident for the past 5 - 6 years. Unfortunately, due to constant exposure to the weather elements, the existing tiles, grout, and caulking have deteriorated faster than the City of Culver City, California Agenda Item Report frequency of maintenance effort being made. Also the water intrusion has caused structural damage to the exterior walls under the staircase. Design In October 2010, through a Request for Proposal process, RTI Consulting was selected to conduct a forensic study, provide recommendations, and prepare construction documents for the reconstruction of the stairs. As a result of the study and evaluating the alternatives, the Fire Department and Public Works Department agreed that construction of a new steel staircase was most cost effective and provided a practical, long term solution. The reconstruction effort is proposed to include replacement of all water damaged wood framing and waterproofing of the structure adjacent to the stairs. A complete set of plans and specifications is available for review at the City Clerk’s Office or the Public Works Department / Engineering Division office in City Hall.
