RECOMMENDATION:
Staff recommends the City Council authorize the submittal of a grant application
requesting $800,000 in American Recovery and Reinvestment Act (ARRA) funds
through the Clean Water State Revolving Fund (CWSRF) for construction of water
quality improvements at the Culver City Solid Waste Transfer Station.
BACKGROUND:
On February 17, 2009, President Barack Obama signed into law the American
Recovery and Reinvestment Act (ARRA). This $787 Billion economic stimulus
package includes $355 Billion in funding for transportation, infrastructure,
construction, healthcare programs, education, housing assistance, and energy
efficiency projects, $144 Billion in State and Local Fiscal Relief and $288 Billion in
tax credits.
ARRA funds will be issued through grants and loans for specific funding categories
administered by existing grant agencies.
DISCUSSION:
The ARRA is providing $6 Billion nationwide for Clean Water and Drinking Water
Grants and Loans and $281 Million has been allocated for projects in California to
fund “shovel-ready” projects. The State Water Resources Control (SWRCB) will
administer the grant and loan program through the Clean Water State Revolving
Fund (CWSRF). Eligible projects include sewer facilities, water recycling facilities,
storm water quality improvement, and estuary conservation and management.

Funding would be provided on a reimbursement basis and no local match is
required.
Proposed Project - It is recommended that the City submit a grant application for
ARRA/CWSRF funding for the construction of water quality improvements at the
Culver City Solid Waste Transfer Station. The project would include design and
construction of a first flush retention system at the Transfer Station at 9255 Jefferson
Boulevard to improve the quality of storm water discharging to Ballona Creek during
storms. Improvements would consist of underground retention structures, pumps
and control systems to retain the first ¾” of rainfall from the site and discharge it to
the sewer system after storm events. It is estimated that this project will cost
$800,000.
City Council authorized the issuance of a request for proposals for this project on
August 11, 2008 and design proposals were received on September 24, 2008. The
project was put on hold, however, due to budget concerns.
Application Process - The State Water Resources Control Board has set a March
24, 2009 deadline to place projects on the Clean Water State Revolving Fund
(CWSRF) priority list to apply for funding. This is an on-line application process and
staff has drafted the applications and is ready to submit them upon Council
authorization. Full hardcopy applications will be prepared and submitted by staff
after completion of the on-line application.
SWRCB staff indicates it is their goal to enter into grant agreements addressing 50%
of ARRA funds by August 2009 with the ultimate goal of having 50% of the ARRA
funding encumbered to construction contracts by February 2010. The remainder of
funding would be committed to agreements in 2010.
FISCAL ANALYSIS:
There is no fiscal impact caused by submittal of the grant application. The grant
funding would be provided on a reimbursement basis and no local match is required.
If the grant is received, design and construction will be performed by consultants and
contractors. Project management will be provided by Public Works Environmental
Program and Operations Division staff without the need for additional staff. Staff will
return to the City Council to authorize acceptance of the grant and to amend the
adopted budget to incorporate the funds.

2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
