Nachbar (11/17/10) RECOMMENDATION: Staff recommends that the City Council: (1) accept the work performed by FS Construction, (2) authorize filing a Notice of Completion, and (3) authorize the release of retention funds in the amount of $14,193.80 after the expiration of the 35- day lien period, for the Culver City Park Field Leveling Project, P-639. BACKGROUND/DISCUSSION: On August 23, 2010, the City Council awarded a construction contract to FS Construction. The project consisted of re-grading and leveling the eastern end of the middle upper sports fields in Culver City Park, adjustment of the height of existing irrigation heads, and installation of new irrigation lines. FS Construction successfully completed the work as required and the field was re- opened for sports activities on November 1, 2010. The construction management and inspection were performed by City staff. FISCAL ANALYSIS: The approved construction contract amount was $93,767. The final construction expenditure amount was $141,938. Additional costs were the result of expanding the scope of the project as follows: City of Culver City, California Agenda Item Report • Placement of new sod in lieu of hydroseed. Culver City - American Youth Soccer Organization (AYSO) donated $18,240 to install sod instead of hydroseed in order to make the fields available sooner for activities. • Extension of the area of re-grading and leveling by 10,700 square feet. • Stabilization of the slope adjacent to the service road between the upper and lower sports fields for proper drainage. Proposition 40 Roberti-Z’Berg-Harris (RZH) funds were administratively transferred from the Bill Botts Field Lighting Project, P-869 to the Culver City Park Field Leveling Project, P-639. These funds were scheduled for de-obligation on December 31, 2010. These funds, along with the additional funds from AYSO and project contingency funds paid for the expanded scope of work for the project outlined above.
