RECOMMENDATION:
Staff recommends that the City Council extend the contracts with Max Paetzold and
Barry Kurtz in an aggregate not-to-exceed amount of $60,000 to support the Traffic
Engineering section of the Engineering Division for regional and local development
projects.
BACKGROUND/DISCUSSION:
On November 28, 2005, the City Council approved awarding contracts with Max
Paetzold and Barry Kurtz, in an aggregate not-to-exceed amount of $60,000, to
provide traffic engineering support to development and regional transportation
projects. In addition, the City Council authorized the Public Works Director/City
Engineer to extend the contract an additional $30,000, based upon continued
satisfactory performances. The contract costs, with the extensions, will soon be
exhausted.
The reorganization of the traffic engineering section has been successful. The
Traffic Engineering Manager position was filled on a limited term basis by Gabriel
Garcia since September 2005, upon the resignation of the former Traffic Engineer.
Gabriel, with the assistance of an Engineering Technician, is currently working on
traffic engineering items for the traffic committee, neighborhood traffic management
programs, parking permit program, and public inquiries. There are five proposed
neighborhood traffic management programs being studied. These programs require
meetings, correspondence, traffic studies, and managing consultants.

Recently, considerable research was conducted to devise traffic engineering options
for National Boulevard due to recent traffic related fatalities.
Meanwhile, Max Paetzold and Barry Kurtz have supported the Traffic Engineering
section on regional and local development projects:

These projects take considerable time to support through meetings,
correspondence, and analysis. The projects are ongoing and require the continued
support of Max Paetzold and Barry Kurtz.
Based on the workload of the Traffic Engineering section, staff recommends that this
arrangement, utilizing consultants to oversee traffic issues related to development
and regional projects, while freeing up the City Traffic Engineer/Traffic Engineering
Manager to focus on local neighborhood traffic concerns, continues to be the best
solution. Otherwise the workload tends to be too burdensome for one person and
the ability of the Traffic Engineering section to be responsive to neighborhood
concerns and Community Development Department requests is diminished.

To continue to support this effort, staff is recommending that the City Council
approve extending the contracts with Mr. Max Paetzold and Mr. Barry Kurtz, to
support the traffic engineering section on development projects on an as needed
basis, until June 30, 2007 and at an hourly rate of $75. Max Paetzold is a retired
traffic engineering manager that worked for Culver City for 7 years and worked for
the City of Los Angeles for 32 years. Mr. Paetzold has a wealth of knowledge of
Culver City and grasps the importance of broad issues affecting our community.
Barry Kurtz is a retired Los Angeles County of Department of Public Works traffic
engineer that has over 40 years experience in the field of traffic engineering with
many of those years spent in the review of development projects. Mr. Kurtz is City of Culver City, California

employed part-time (two days a week) by the County of Los Angeles Department of
Public Works Beaches and Harbors Division where he supports the division on traffic
engineering issues. Barry is also a registered professional engineer.
FISCAL ANALYSIS:
There is $60,000 available in the traffic engineering consultants account in the
adopted 2006/07 Engineering Division operating budget. This equates to 800 hours
of traffic engineering support, from September 1, 2006, to June 30, 2007.

• For the LAX Master Plan, I developed a package of traffic mitigation measures,
including he LAX Interchange, a direct connection between the 405 Freeway and
LAX. I coordinated the proposal with the Lennox Coordinating Council (LCC), the
Lennox School District, and the County Board of Supervisors. The LCC and
Supervisor Burke approved the traffic mitigation package.
• Developed the Marina Expressway (SR90) and the Admiralty Way Improvement
Project. For the SR90 project, I coordinate with property owners, lessees,
businesses, consultants and the community. Presently, working with consultants on
the SR90/Admiralty Way EiR/EIS.
• For the Costco development in Culver City, I coordinated with Culver City and the
City of Los Angeles for traffic mitigation in Marina del Rey.• Review EIR/EIS development proposals (including Marina del Rey Local Coastal
Program, Playa Vista and Costco) to determine the impact of proposed
developments and appropriate transportation mitigation measures.
• Testify on Marina del Rey developments before the Regional Planning Commission,
the Board of Supervisors and the California Coastal Commission.
• Represent the County on the Lincoln Corridor Task Force and on the South Bay
Cities Transportation Mobility Task Force.
