RECOMMENDATION:
Staff recommends the City Council approve a reauthorization of the Memorandum of
Understanding (MOU) with the Los Angeles County Metropolitan Transportation
Authority (METRO) to receive Proposition A Discretionary Incentive Grant Funding
for the Paratransit Program from July 1, 2011 through June 30, 2016.
BACKGROUND:
The Culver City Paratransit Program has been in operation since 1974. When the
voters passed Proposition A in 1980, money became available to fund Paratransit
services. The City of Culver City has received Proposition A Discretionary Incentive
Grant Funding for the Paratransit Program since 1994.
DISCUSSION:
The Culver City Paratransit Program has multiple funding sources. Two of the
agencies that fund the program are the Los Angeles County Metropolitan
Transportation Authority (METRO) and the County of Los Angeles Department of
Public Works. METRO offers Proposition A Discretionary Incentive Program grant
funds to reimburse agencies for up to a 10% reimbursement for their net cost of
Paratransit services program. Agencies may elect to offer coordinated Paratransit
service between jurisdictional areas, qualifying their programs for up to an additional
15% toward the net cost of the program. The City of Culver City has an executed
agreement with the County of Los Angeles Department of Public Works to offer City of Culver City, California

coordinated Paratransit service to the unincorporated Los Angeles County (LAC)
areas of LaderaHeights, ViewPark, and Windsor Hills. Therefore, with this
reciprocity agreement in place, Culver City is entitled to receive up to 25% (10% +
15%) of the Paratransit Program’s net cost in Proposition A Incentive funds. Culver
City’s allocation for this reimbursable expense in the City Manager’s Proposed
Budget for Fiscal Year 2011/2012 is $107,815.
METRO’s MOU requires the Paratransit Program to use the funds to provide
specialized transportation servicesto eligible disabled users as a coordinated
transportation program within the city limits of Culver City and defined en-catchment
areas as well as the LAC communities of Ladera Heights, View Park, and Windsor
Hills. In addition, it is stipulated that the program must document coordination activities
with existing transit services and with participating local governments.
FISCAL ANALYSIS:
No General Fund monies are currently used to support this service. The Culver City

MOTION:
That the City Council:
1. Approve a reauthorization of a Memorandum of Understanding with the Los
Angeles County Metropolitan Transportation Authority (METRO) to receive
Proposition A Discretionary Incentive Grant Funding for the Paratransit Program
for the period July 1, 2011 through June 30, 2016; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
