RECOMMENDATION:
That the City Council:
1. Accept the work performed by Sully-Miller Contracting Company for the
Washington Boulevard and Washington Place Streetlight Improvement Projects,
P-853 & 684, and Induction Streetlight Conversion Project; and,
2. Authorize filing a Notice of Completion; and
3. Authorize the release of the retention funds in the amount of $41,584.20 after the
expiration of the 35-day lien period.
BACKGROUND/DISCUSSION:
On June 4, 2012, the City Council awarded a construction contract to Sully-Miller
Contracting Company (Sully-Miller) to construct the Washington Boulevard and
Washington Place Streetlight Improvement Projects, P-853 & 684, and Induction
Streetlight Conversion Project.
The Washington Boulevard and Washington Place Streetlight Improvement Projects
replaced and upgraded the existing streetlight system, which were obsolete. The
work occurred on Washington Boulevard between Marcasel Avenue and Berryman
Avenue and on Washington Place between Sepulveda Boulevard and Albright
Avenue. The scope included the replacement of the conduits, wiring, and the City of Culver City, California

removal and replacement of twelve (12) existing non-standard streetlights with new
28-foot-high ‘Cobra-head’ streetlights to include new fixtures with energy efficient
250W Induction lamps and the replacement of fifty-one (51) luminaries with new
fixtures and 250W Induction lamps on existing ‘Cobra-head’ streetlights.
SCE On-Bill Financing Program
On March 28, 2011, the City Council approved entering into an agreement with
Southern California Edison to use their On-Bill Financing Program to finance an
energy efficient street light project. Through this program, the high pressure sodium
(HPS) streetlights were scoped to be converted to energy efficient ‘Induction’ lamps
using funds from a zero percent interest loan to be paid back with the energy
savings from the project.
This Induction Conversion Project converted a total of 94 streetlights from 400W
HPS to 250W Induction and 404 streetlights from 250W HPS to 150W Induction.
For continuity, an additional 123 safety lights located at traffic lighted intersections
were also converted to 250W Induction. This portion of the work was not eligible for
SCE’s On-Bill Financing Program.
Change Orders
There were a total of three (3) Change Orders approved in the amount of
$76,849.06 for items such as extra work and quantity adjustments. The extra work
items were for installations of five (5) additional new streetlight standards.
Change orders were also included for several bid quantities and reduction in the
number of luminaires installed as part of the Streetlight Conversion Project. The
total credit is $105,872.97.
The final change order resulted in the reduction of the contract amount by
$29,023.91 from $860,708.00 to $831,684.09.
Project Delays
The original completion of date established for this project was January 6, 2013.
However, Southern California Edison (Edison) discovered in November, 2012 that
an initially approved service location was in conflict with existing telecommunication
cables on Washington Boulevard. Therefore, a new location to obtain power and a
re-design of a new service was required.
The Contractor was able to commence work again on January 23, 2013, and
completed the construction on April 15, 2013.

MOTIONS:
That the City Council:
1. Accept the work performed by Sully-Miller Contracting Company for the
Washington Boulevard and Washington Place Streetlight Improvement
Projects, P-853 & 684, and Induction Streetlight Conversion Project; and,
2. Authorize the Public Works Director/City Engineer to execute the Notice of
Completion and submit it to the Los Angeles County Recorder’s office; and,
3. Authorize the City Manager to release $41,584.04 in retention to Sully-Miller
Contracting Company after the expiration of the 35-day lien period.
