RESOLUTION NO 99-R119
A RESOLUTION OF THE CITY COUNCIL OF THE CULVER
CITY CALIFORNIA PROHIBITING SKATEBOARDING,
ROLLERSKATING IN-LINE SKATING AND
ROLLERBLADING ON PUBLIC PARKS, BUILDINGS AND
PROPERTY
WHEREAS, at the meeting on August 9, 1999, the City Council
discussed and established rules prohibiting skateboarding, rollerskating, in-line
skating and rollerblading (hereinafter collectively called skateboarding') in the City
and authorized the Human Services Director and/or his designee to post signs on
City property prohibiting such activities, and
WHEREAS, pursuant to Section 25-16 of the Culver City Municipal
Code, skateboarding may be prohibited by resolution of the City Council
NOW, THEREFORE, the City Council of the City of Culver City,
California DOES HEREBY RESOLVE as follows
SECTION 1 Skateboarding rollerskating, in-line skating and
rollerblading shall be prohibited at the following City and Culver City Redevelopment
Agency owned and/or operated facilities City Hall complex Police Department, all
Fire Stations, Transfer Station, Transportation Facility, Public Works Facility
Veterans Memorial Building complex, and parking structures
SECTION 2 The Human Services Director and/or his designee
shall post signs at the above properties stating skateboarding, rollerskating in-line
skating and rollerblading are prohibited

RESOLUTION NO 06-R A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CULVER CITY CALIFORNIA, PROHIBITING SKATEBOARDING,
ROLLERSKATING, IN-LINE SKATING, ROLLERBLADING AND
BICYCLING ON TOWN PLAZA PREMISES
WHEREAS, Town Plaza is designed to promote pedestrian oriented use and
create a community gathering place, and is used throughout the day by diners, moviegoers
and shoppers and
WHEREAS, use of this area for skateboarding, rollerskating, in-line skating,
rollerblading (collectively "skateboarding") and bicycling may endanger pedestrians and
cause damage to the Town Plaza infrastructure, and
WHEREAS, in order to ensure the public's safety and protect the Town Plaza
infrastructure from damage, the City Council has determined that skateboarding and
bicycling should be prohibited on the Town Plaza premises, and
WHEREAS, pursuant to Section 9 10 305 of the Culver City Municipal Code,
skateboarding in the City may be prohibited by resolution of the City Council, and
WHEREAS, pursuant to Section 7 04 250 of the Culver City Municipal Code,
bicycling may be prohibited upon a walkway specifically designated by resolution of the
City Council
NOW, THEREFORE the City Council of the City of Culver City, California,
DOES HEREBY RESOLVE as follows
SECTION 1 Skateboarding, rollerskating, in-line skating, rollerblading and
bicycling shall be prohibited on Town Plaza premises

RECOMMENDATION:
That the City Council adopt a Resolution prohibiting skateboarding, rollerskating, in-
line skating, rollerblading, and bicycling on Town Plaza premises.
BACKGROUND:
On September 27, 1999, the City Council adopted Resolution No. 99-R119
(Attachment No.1) prohibiting skateboarding, roller-skating, in-line skating and
rollerblading (collectively, “skateboarding”) at the following City- and Culver City
Redevelopment Agency owned and/or operated facilities: City Hall complex; Police
Department; all Fire Stations; Transfer Station; Transportation Facility; Public Works
Facility; Veterans Memorial Building complex; and parking structures.
This resolution was adopted due to the significant damage to public property
resulting from inappropriate use of City and Redevelopment Agency owned facilities
for skateboarding activity. The Resolution was not meant to prohibit skateboarding in
the appropriate areas, including the Skate Park. The existing Resolution specifically
designates certain areas where skateboarding is prohibited, but does not currently
include Town Plaza, as this facility did not exist at the time the Resolution was
adopted. Since the addition of Town Plaza, and the use of this area for
skateboarding and bicycling activities, there has arisen a need to adopt a resolution
prohibiting these types of activities on Town Plaza premises.

DISCUSSION:
Town Plaza is designed to promote pedestrian oriented use and create a community
gathering place. The Town Plaza area is used throughout the day by diners,
moviegoers and shoppers. However, it is also being used as a recreational area for
skateboarders, trick cyclists and rollerbladers, who may endanger pedestrians, as
well as cause damage to the Town Plaza infrastructure. In order to ensure public
safety and protect the Town Plaza infrastructure from damage, it is recommended
that these types of activities be prohibited on Town Plaza premises.
FISCAL ANALYSIS:
Adoption of the proposed Resolution may require increased enforcement activity by
the Police Department. These costs cannot be easily quantified. In addition, there
would be a cost for the installation of signs in Town Plaza reflecting the prohibitions.
