RECOMMENDATION:
Staff recommends the City Council award a construction contract toSequel
Contractors, Inc. (Sequel) as the lowest responsive and responsible bidder to
complete the necessary work for the Baldwin Avenue(Braddock Drive to Farragut
Drive) Street Improvement and Rain Garden Project, P-428.
BACKGROUND:
Baldwin Avenue between Braddock Drive and Farragut Drive requires major
reconstruction due to the condition of the concrete and asphalt infrastructure. This
capital improvement project proposes to reconstruct the curb, gutter, drive approach,
and asphalt surfaces. Also the project includes “rain gardens” for storm water and
irrigation run-off. The “rain gardens” are designed to infiltrate the initial run-off by
allowing it to percolate through the soil. This process of percolation filters the run-off
water before it enters Ballona Creek. Four (4) rain gardens are proposed with two
each on the west side and east side of Baldwin Avenue near Farragut Drive.
On July 20, 2011, a community meeting was held at City Hall where staff presented
the proposed street improvement project. Five (5) residents attended the meeting
and they all expressed support for the project. Staff also directly contacted the
residentswho live immediately adjacent to the proposed “rain gardens”. Two
property owners expressed support for the project and the other two did not respond
to several attempts at contact including a notification letter sent prior to the
community meeting, voicemail, and another notification letter sent prior to the City
Council considering approval of the plans and specifications for the project. Staff will
continue to try to contact the other two property owners (who do not live on the City of Culver City, California

street) and obtain their comments about the proposed locations of the “rain
gardens”.
On August 8, 2011, the City Council authorized advertising of construction bids for
Baldwin Avenue Street Improvement and Rain Garden Project, P-428.
DISCUSSION:
Bid Process
On November 3, 2011, the City Clerk’sOffice staff publicly opened the bids. Eleven
(11) contractors responded with the following bid amounts:

Bid Review
Staff reviewed the bid proposal of the apparent lowest bidder, Sequel Contractors,
Inc. (Sequel) and found the bid documents responsive and complete. Its bid bond,
contractor’s license, and worker’s compensation insurance were reviewed and
determined to meet City requirements. Sequel has completed similar street
improvement projects for other municipal agencies in the local region, including the
cities of Anaheim, Glendale, and Hawthorne.
Add Alternate
The bid documents also included the Sidewalk, Curb and Gutter Repair as anadd
alternate project.
The repair of the curb, gutter, and sidewalks is part of the on-going maintenance
program in the Public Works Department’s Maintenance Operation Division. Curb,
gutter, and sidewalk repair locations are determined by a coordinated effort between
the Maintenance Operations Divisionand the Engineering Division. City of Culver City, California

In order to assist the Maintenance OperationsDivision with their existing back log,
the Engineering Division has taken on larger repair areas as part of the Sidewalk,
Curb and Gutter Repair Program. Due to the similar scope of work being performed
on the Baldwin Avenue Street Improvement Project, the bid specifications included
an add alternateto obtain a more competitive price than a stand-alone project.
Sequel’s bid to perform this work is in the amount of $45,990.00.
Staff recommends including theadd alternates part of the Baldwin Avenue Street
Improvement and Rain Garden Project, P-428, in the amount $45,990.00.
In addition, Staff recommends that the City Council authorize the Public Works
Director/City Engineer to approve change orders in an amount not-to-exceed $
45,000 (14%), if necessary for unforeseen conditions.
Should the City Council award the contract this evening, the construction project will
begin in January 2012 and is expected to be completed by March 2012, weather
permitting.

Funding Source changed from General Funds to Gas Tax. Any unspent funds will
remain in P-428 program for next fiscal years’ Sidewalk, Curb and Gutter Repair
projects.
MOTION:
That the City Council:
1) Award a contract toSequel Contractors, Inc. for the Baldwin Avenue Street
Improvement and Rain Garden Project, P-428, in the amount of $267,167.50,
based on its base bid; and,
2) Include in the above contract award Add Alternate #2 for Sidewalk, Curb, and
GutterRepair, in the amount $45,990.00; and,
3) Authorize the Public Works Director/City Engineer to approve change orders in
an amount not-to-exceed $45,000, if necessary; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
