RECOMMENDATION:
Staff recommends the City Council award a contract to ICE Engineering, Inc., as
the lowest responsive and responsible bidder, for the Pedestrian Islands
Modification Project, P-915 (CDBG #601085-08).
BACKGROUND:
The adopted 2008-09 Capital Improvement Budget includes the Pedestrian
Islands Modification Project, P-915 (CDBG #601085-08) located at the
intersection of Overland Avenue and Jefferson Boulevard to enhance the path of
travel for sight-impaired pedestrians through the existing raised channelized
islands. This project has been endorsed by the Disability Advisory Committee.
The project will reconstruct a portion of the raised islands with a new concrete
passageway to provide improved channelized/directional cues for sight-impaired
pedestrians.
This is a Community Development Block Grant project which was approved by
the City Council in January 2008 per the recommendation of the Community
Development Block Grant Advisory Committee.
DISCUSSION:
The Project was advertised for construction bids and on March 12, 2009, the
Deputy City Clerk publicly opened bids. Five (5) contractors responded with the
following bid amounts:

Staff reviewed the apparent lowest bid proposal (ICE Engineering Inc.) and found
the bid documents responsive and complete. The bonding information,
contractor eligibility, and Workmen’s Compensation Insurance were reviewed
and determined to meet City requirements.
ICE Engineering, Inc. has completed several similar projects for other municipal
agencies in the local region. Representatives from the cities of San Dimas and
Stanton indicated that ICE Engineering, Inc. performed in a professional manner
and recommended them for future projects.
The construction management and construction inspection will be performed by
the Public Works Department/Engineering Division.
The project is tentatively scheduled for construction in May and to be completed
by the end of June.
FISCAL ANALYSIS:
This project is partially funded with $10,000 from CDBG funds. The additional
$20,500 required to complete the project will need to be transferred from another
project.

The project was approved for partial funding with $10,000 from CDBG funds with
an understanding that at the time of approval additional funding from other
sources would be required.
Based on the bid amount, an additional $20,305 is required to sufficiently fund
the construction of the project including a 10% construction contingency. Staff
proposes to transfer $20,500 from the Minor Pavement and Concrete
Improvement Program, P-554 (42000554) to this project to adequately fund the
construction of the Pedestrian Islands Modification Project, P-915 (CDBG
#601085-08). There are sufficient funds remaining in P-554 to provide the
remaining required funds for the project.

if necessary, in an amount not-to-exceed $2,755; and
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
