City of Culver City, California City Council Agenda Item Report RECOMMENDATION That the City Council adopt Resolutions to extend the existing Memorandum of Understanding (MOU) between the Culver City Management Group and Culver City Employees’ Association and Rescind Resolution No 2005-R059 and Resolution No 2005-R076, respectively. BACKGROUND / DISCUSSION The Memorandum of Understanding expired with the Culver City Management Group on October 2, 2005 and with the Culver City Employees’ Association on December 31, 2005. The City has since been in continuous negotiations with both bargaining groups. Further, all parties have verbally agreed to extend these existing MOU’s covering wages, hours and other terms and conditions of employment until a new successor MOU has been ratified by both parties or by June 30, 2007, whichever occurs first. It is understood by all parties that negotiations will continue in good faith to achieve a new agreement on salaries and other economic and non-economic issues. In addition, any initial salary increase agreed upon shall be retroactive to the first full pay period after the expiration of the existing MOU. It is staff’s recommendation to formalize this verbal agreement by adopting the attached Resolutions. WHEREAS, the City of Culver City and the Culver City Management Group ("GCMG") have been in negotiations for a new successor Memorandum of Understanding ("M.O.U.") covering wages, hours, terms and conditions of employment since August, 2005 and to date have not reached an agreement on a new M.O.U. NOW, THEREFORE, the City Council of the City of Culver City, DOES HEREBY RESOLVE AS FOLLOWS: 1. The existing Master Memorandum of Understanding between the City and CCMG shall continue in full force and effect until a new successor Memorandum of Understanding is agreed to and ratified by both parties or until June 30, 2007, whichever occurs first; and 2. It is further understood that the City and GCMG are continuing to negotiate in good faith to achieve a new agreement on salaries and other economic and non-economic issues; and 3. NOW, THEREFORE, the City Council of the City of Culver City, DOES HEREBY RESOLVE AS FOLLOWS: 1.
