RECOMMENDATION
Staff recommends the City Council (1) award a construction contract to Alfaro Communications Construction, Inc., as the lowest responsive and responsible bidder, in the amount of $3,015,454.67 for the Signalized Intersections Improvement Project, PL013; and (2) authorize the Public Works Director to approve change orders to the contract in an amount not-to-exceed $211,082 to cover contingency costs (7%).
BACKGROUND
Culver City’s Local Road Safety Plan (LRSP) report was finalized in November 2021. The LRSP analyzed collision data over a five-year period citywide and identified the top high-risk intersections. Nine signalized intersections were identified to seek grant funding for safety improvements.
On March 23, 2022, the City received the Program Supplement Agreement from the State of California Department of Transportation (Caltrans) Highway Safety Improvement Program (HSIP) for the Unsignalized Safety Improvement Project. Improvements include new traffic signal hardware, installation of protected left-turn arrows, and implementation of leading pedestrian interval.
The locations included with this project are:
• Washington Boulevard at Beethoven Street
• Washington Boulevard at Overland Avenue
• Culver Boulevard at Sawtelle Boulevard
• Overland Avenue at Braddock Drive
• Overland Avenue at Virginia Avenue
• Jefferson Boulevard at Hetzler Road
• Centinela Avenue at Green Valley Circle
• Washington Boulevard at Inglewood Boulevard
• Washington Boulevard at Robertson Boulevard/Higuera Street
On July 11, 2022, the City accepted the HSIP grant funds.
On January 27, 2025, the City Council approved the final plans and specifications and authorized publication of a notice inviting bids for construction for the project.
DISCUSSION
The notice inviting bids was posted on PlanetBids on March 13, 2025. On April 10, 2025, six bids were received by the City’s Purchasing Division. A summary of the bids received is below:

Staff reviewed the bid documents and determined Alfaro Communications Construction, Inc. submitted the lowest responsive bid. Staff reviewed the bid proposal and found the bid documents responsive, and complete. The company’s bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. Alfaro is a well-established electrical contractor and has completed many similar traffic signal projects in cities throughout southern California with satisfactory performance.
Construction is scheduled to begin in Summer of 2025 and is expected to be substantially completed by the Winter of 2025/2026. This project’s construction activities will be scheduled to minimize impacts to residents, businesses, and the traveling public.
FISCAL ANALYSIS
The contract in the amount of $3,015,454.67 and a 7% contingency of $211,082 total $3,226,536.67. The Adopted Budget for Fiscal Year 2024-2025 includes $2,554,627 of HSIP Grant funding in CIP No. PL013 (Signalized Intersection Safety Improvements). This project can be found in the Capital Improvements section of the budget book in Fund 423 - Capital Grants on page 480. The balance of $671,910 needed to fund the contract and the 7% contingency will come from other CIP projects that have remaining funds that can be reallocated. Those CIP projects are listed below:

That the City Council:
1. Award the construction contract to Alfaro Communications Construction, Inc., as the lowest responsive and responsible bidder, in the amount of $3,015,454.67 for the Signalized Intersections Improvement Project, PL013;
2. Authorize the Public Works Director to approve change orders to the contract in an amount not -to-exceed $211,082 to cover contingency (7%); and
3. Authorize the City Attorney to review/prepare the necessary documents; and
4. Authorize the City Manager to execute such documents on behalf of the City.
