RECOMMENDATION

 

Staff recommends the City Council: (1) waive competitive bidding procedures pursuant to Culver City Municipal Code (CCMC) Section 3.07.075.F.3; and (2) approve a five-year professional services agreement with Dr. David Eisner in an amount not-to-exceed $65,000 annually for the provision of medical director services for the Culver City Fire Department.

 

 

BACKGROUND/DISCUSSION

 

The Culver City Fire Department (CCFD) provides Advanced Life Support (ALS) services under the direction of a qualified medical director, as required by California law and Los Angeles County Emergency Medical Services (EMS) Agency regulations. Dr. David Eisner has served as the CCFD’s medical director since 1998, providing clinical oversight, protocol development, and quality improvement.

 

In accordance with CCMC Section 3.07.045, informal or formal bidding procedures are generally required after engaging the same vendor for five consecutive years. However, Dr. Eisner provides specialized medical direction for the CCFD’s EMS program, including oversight of clinical protocols, continuing education, quality improvement, and authorization to utilize a medical license for the procurement of medications and controlled substances. These services require professional expertise and operational familiarity that are not readily comparable through competitive bidding.

 

Accordingly, pursuant to CCMC Section 3.07.075.F.3, the City Council may waive formal bidding requirements when it is determined to be in the City’s best interest. Staff recommends this waiver due to the specialized nature of the services and the need for continuity of medical oversight.

 

Approval of the agreement with Dr. Eisner will ensure continuity of medical oversight, compliance with regulatory requirements, and ongoing improvement in patient care delivery.

 

 

FISCAL ANALYSIS

 

Funds in the amount of $65,000 are included in the Proposed Budget for Fiscal Year 2026 - 2027 in Account No. 10145300.610400 (Fire Department Emergency Medical Services - Consulting Services). The agreement establishes an annual cost of $65,000 over a five-year term. No additional appropriation is required.

3.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
