RECOMMENDATION
Staff recommends that the Civil Service Commission approve the Promotional recruitment bulletin for Associate Planner.
BACKGROUND/DISCUSSION
In fiscal year 2022/2023, the City Council approved a reorganization of the former Community Development department which resulted in creation of the current Planning and Development Department. The Planning and Development Department (Department) is comprised of three divisions: Advanced Planning, Building Safety, and Current Planning. The Department is responsible for guiding, monitoring, and facilitating land use development within Culver City. The Associate Planner classification is assigned to the Advance Planning Division and Current Planning Division (Division), and the Division maintains and implements the City’s General Plan, Zoning Ordinance, and monitors and analyzes regional planning issues to determine their impact to the City. Additionally, Current Planning staff supports the Planning Commission and City Council through the processing of rezoning, subdivisions, site plan reviews, use permits, variances, and other entitlements as part of the Active Projects in Culver City.
The Associate Planner position generally performs professional planning work using City codes, ordinances and policies, and status statues relating to planning, housing, land use development, environmental impact assessment, and zoning. In November 2022, the Associate Planner recruitment was opened with an open and competitive recruitment bulletin within the Advance Planning Division. The current vacancy is within the Current Planning Division and supports the Division in all aspects of their work plan.
Recruitment Bulletin
The recruitment bulletin (Attachment 1) is reflective of the classification specification. We are submitting the recruitment bulletin for approval to open a promotional recruitment due to a budgeted Associate Planner position becoming vacant in the near future.
Bargaining Unit Representation
On Wednesday, January 28, 2026, a copy of the classification specification and proposed promotional recruitment bulletin was provided to Culver City Employees Association for their information.

It shall not be necessary to obtain additional Commission approval of a Job Bulletin if there have been no changes in the minimum requirements, or examination components.
FISCAL ANALYSIS
