RECOMMENDATION:
Staff recommends the City Council accept the 2009 Metro Call for Projects (Call)
grant funding for the Bus Signal Priority and Real-Time Bus Arrival Information
System projects and authorize staff to take actions necessary to receive the funding
and implement the projects.
BACKGROUND:
Through Metro’s 2009 Call, the City was awarded grant funds for the Bus Signal
Priority and Real-Time Bus Arrival Information System projects.
DISCUSSION:
The Bus Signal Priority Project will design, develop and install a wireless bus signal
priority system on the Culver CityBus fleet and at intersections within the corporate
limits of the City of Culver City to increase operational efficiency and travel time
savings.
The Real-Time Bus Arrival Information System Project will design, develop, and
install a system that will disseminate real-time bus arrival information through the
web and other available information technology interfaces and through dynamic
message signs at 60 bus stops in the City of Culver City.

These projects are anticipated to start in FY 2013/2014 and be completed in FY
2015/2016.
A funding agreement is required of every project programmed through the Call for
Projects, and it is a binding agreement between LACMTA and the City that spells out
the programmed grant funds, lapsing dates, and the scope of work for the Project.
Once the funding agreement is executed, the City is committed to the required local
matching funds and will need to obligate and expend the grant funds within the
proposed project scope by the grant funds’ lapsing dates.
FISCAL ANALYSIS:
The total cost of the Bus Signal Priority Project is approximately $2,751,000. The
grant amount awarded is approximately $2,201,000, and the local match required is
approximately $550,000. The local match will come from transit funds.
The total cost of the Real-Time Bus Arrival Information System is approximately
$2,522,000. The grant amount awarded is approximately $2,018,000 and the local
match required is approximately $504,000. The local match will come from transit
funds.
The local match required for these two projects has been budgeted as part of the
City Council Adopted Budget for Fiscal Year 2012/2013 budget.
MOTION:
That the City Council:
1) Accept the 2009 Call grants; and,
2) Approve the funding agreements with Metro on the 2009 Call grants for the Bus
Signal Priority and Real-Time Bus Arrival Information System projects; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City;
and,
5) Authorize the Transportation Director to release the Requests for Proposals for
the Bus Signal Priority and Real-Time Bus Arrival Information System Projects.
