RECOMMENDATION:
Staff recommends the City Council approve an agreement with Capstone Coatings
& Windows in an amount not to exceed $16,750 to replace deteriorating windows at
the Lindberg Park Stone House.
BACKGROUND:
There are a total of 26 wood-framed windows at the Lindberg Park Stone House in
need of replacement due to deterioration over the years caused by water intrusion
from rain. Additionally, these windows are covered by metal screens, which have
allowed leaves and other debris to accumulate between the screens and windows.
As a result, the area between the screens and windows has become saturated with
water, thereby causing the wood frames of the windows to rot.
The proposed work will include replacing the existing wood-framed windows with
double-pane energy efficient windows that will prevent water intrusion and will allow
the Stone House to maintain proper levels of heating and cooling more efficiently.

Capstone Coatings & Windows (Capstone) is the lowest responsible bidder. Along
with their proposal, Capstone submitted copies of their State of California
Contractor’s License and insurance coverage. Both documents are current and in
good standing.
In accordance with the City’s Charter provisions for contracts for public works
projects, a formal bidding process was not conducted for this project since the work
is considered to be repair and maintenance and does not exceed $25,000.
FISCAL ANALYSIS:
Funding for this project has been allocated into the following Capital Improvement
Project Fund account 41900731.730100 (Park Facilities fund, Lindberg Park
Recreation Project).

MOTION:
That the City Council:
1. Approve an agreement with Capstone Coatings & Windows in an amount not to
exceed $16,750 to replace deteriorated windows at the Lindberg Park Stone
House.
2. Authorize the City Attorney to prepare/review the necessary documents and
authorize the City Manager to execute such documents on behalf of the City.
