RECOMMENDATION
Staff recommends the City Council adopt a resolution (1) approving the Engineer’s Report for the Landscape Maintenance District Number 1 (LMD#1); (2) declaring its Intention to Order the Levy of Annual Assessments for Fiscal Year 2025/2026; and (3) setting a Public Hearing for June 9, 2025.
BACKGROUND/DISCUSSION
LMD#1 consists of homes in Studio Estates and was created for the purpose of providing on-going maintenance of landscaping located in the public right of way area between the sidewalk and wall adjacent to Culver Boulevard and Elenda Street. The assessment includes costs for providing complete maintenance, administration, and preparation of the annual Engineer’s Report.
Pursuant to a Resolution adopted by the City Council on March 10, 2025, the Public Works Director/City Engineer has prepared the Engineer’s Report for LMD #1 and filed said Report with the City Clerk. A copy of the Engineer’s report is attached to this report for consideration by the City Council.
On July 13, 2009, the members of the District approved by majority ballot, an annual increase to the assessment levy based on the February Consumer Price Index for All Urban Consumers for the Los Angeles - Riverside - Orange County area plus a 5% premium each year until a positive fund balance was restored.
Staff is proposing the rates not be increased. The assessment levy per parcel is proposed to be $252.13 for a total amount of $45,383.31 (180 parcels) for Fiscal Year 2025/2026.
This evening, the City Council is asked to adopt a resolution (1) approving the Engineer’s Report; (2) declaring the City Council’s intention to levy and collect assessments for the upcoming 2025/2026 fiscal year; and (3) setting the date, time and place for the public hearing as required by Culver City Municipal Code (CCMC) Section 15.01.070.
Should the City Council adopt the proposed resolution, pursuant to CCMC Section 15.01.070.G, the City Clerk shall give notice of the public hearing by causing the Resolution of Intention to be published at least 10 days prior to the date of the hearing. The public hearing is scheduled for June 9, 2025. Instructions on how to attend the meeting will be included in the published notice.
