RECOMMENDATION
Staff recommends the City Council adopt a resolution appointing the Chief Transportation Officer, Diana Chang as the City’s Director to the California Transit Systems Joint Powers Authority (CalTIP) Board; and to designate Safety & Training Coordinator, Hector Calvinisti and Transit Operations Manager, Nestor Ducreux, as the City’s first and second Alternate Directors, respectively.
BACKGROUND
On April 20, 1987, the City Council authorized the City of Culver City to join the California Transit Systems Joint Powers Authority (CalTIP) to obtain liability coverage and risk management services through jointly pooling resources with the other transit agencies that are members of CalTIP. CalTIP has provided competitive and stable rates and needed risk management services to Culver CityBus since that time.
On September 26, 2011, the City Council approved and adopted Resolution No. 2011-R080 accepting changes to the CalTIP Agreement for the purpose of jointly funding tort liabilities and other losses and providing risk management services to reduce such losses.
On July 8, 2019, the City Council approved and adopted Resolution No. 2019-R057 accepting recent administrative changes to the CalTIP Joint Powers Agreement, bringing the Agreement up-to-date with current laws and best practices applicable to the risk management joint powers authorities. The amended Agreement also provides flexibility to the Board of Directors to change its structure and function from time to time, as needed.
DISCUSSION
It is necessary to identify the primary and alternative representatives to the CalTIP Board of Directors by position and name; this designates them as approved to represent the City and vote in matters presented to the Board.
The Chief Transportation Officer (CTO), Diana Chang is responsible for ensuring that a Safety Management System (SMS) is effectively implemented throughout the transportation department. The CTO is responsible for approving organizational safety policies, establishing safety goals and objectives, assigning safety responsibility and authority, designing a system to measure performance, and holding all managers accountable for achieving safety goals and objectives. Staff recommends that Diana Chang be appointed as the City’s Director to CalTIP.
The Safety & Training Coordinator, Hector Calvinisti, as the Department’s Chief Safety Officer, is responsible for management and implementation of all safety and security programs and training for all Department employees. Staff recommends Hector Calvinisti be appointed as the City’s First Alternate Director to CalTIP.
The Transit Operations Manager, Nestor Ducreux, is responsible for all operational elements of the fixed-route transit service and Dial-a-Ride programs and represents the City in the greater statewide transit community. Staff recommends Nestor Ducreux be appointed as the Second Alternate Director to CalTIP.
FISCAL ANALYSIS
The adoption of the proposed Resolution does not create a fiscal impact for the City.
