RECOMMENDATION
Staff recommends the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for the Sawtelle Sidewalk Improvement Project, PS-011 (CDBG Project No. 602687-24).
BACKGROUND
On November 13, 2023, the City Council approved Community Development Block Grant (CDBG) fund allocation for Fiscal Year 2024-2025 which includes the replacement of existing uplifted sidewalks to ADA compliant sidewalks at various locations across the City based on previously submitted resident reports and site visits by City staff.
The bid documents that include both the construction plans and specifications have been designed by engineering staff. Also, the Los Angeles County Development Authority (LACDA) has reviewed the bid documents and deemed them acceptable in meeting CDBG funding program requirements.
This project will focus on two areas:
1. Sawtelle Boulevard Improvements: This project consists of the removal of architectural and material barriers through replacement of damaged and uplifted sidewalks to provide clear paths of travel for disabled residents. The proposed sidewalk locations are as follows:
a. 3977 Sawtelle Boulevard
b. Along Sawtelle Boulevard between Washington Boulevard and Culver Boulevard
c. Along Sawtelle Boulevard between Ballona Creek and Sepulveda Boulevard.
2. Grinding and AC Ramping of Uplifted Sidewalk: This project repairs numerous uplifted sidewalk panels Citywide to enhance pedestrian safety and provide ADA access via grinding and AC ramping in areas of parkway street tree root uplifting.
Since the sidewalk uplift is mainly attributed to parkway street root intrusion, existing parkway tree well expansion, parkway tree removal and replacement, curb and gutter reconstruction, and driveway approach reconstruction are all also part of the scope of work at select locations.
FISCAL ANALYSIS
The total estimated project cost is $199,000. The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funding for the project in two CIP Accounts: PS011 (CDBG Sidewalk Repairs) and PZ428 (Curb, Gutter, Sidewalk Replacement) which can be found in the Summary by Project Type in the CIP section of the budget book on page 475 under Streets and Alleys. The proposed project will be funded with primarily with CDBG Funds (Fund 428) with the remaining funding coming from Special Gas Tax funds (Fund 418) allocated to this project as shown below:
