RECOMMENDATION:
Staff recommends that the City Council: (1) accept the work performed by the
contractor, C. T. & F., Inc.; (2) authorize filing a Notice of Completion; and (3)
authorize the release of the retention funds in the amount of $9,902.47 after the
expiration of the thirty-five day lien period. for the Fire Station #3 Fiber Optic
Installation Project, P-912.
BACKGROUND/DISCUSSION:
On November 11, 2008, the City Council approved a construction contract with C.T.
& F., Inc. for the Fire Station #3 Fiber Optic Installation Project, P-912. This project
provides the necessary data link between City Hall and the new Fire Station #3 and,
through the extension of an addition black jacketed fiber optic cable, provides for the
future installation of a traffic monitoring camera at the intersection of Slauson
Avenue and Bristol Parkway.
The project consisted of the installation of 1,890 feet of 3” conduit, 5,750 feet of 48
strand single mode yellow jacketed fiber optic cable (data), 4,730 feet of 48 strand
single mode black jacketed fiber optic cable (future monitoring camera), pull boxes,
and a patch panel in the new fire station. Each strand of fiber was tested and found
to have proper communication between both the new and old Fire Stations #3 and
City Hall. The test reports have been submitted and accepted.

FISCAL ANALYSIS:
The original contract amount for the project was $93,989, with an additional $9,400
in change order authority for the Public Works Director that was approved by City
Council. The final contract amount was $99,024.71 due to approved change orders
in the amount of $5,035.71 for unforeseen conditions.
MOTIONS:
That the City Council:
1. Accept the work performed by the contractor C.T. & F., Inc., for the Fire
Station #3 Fiber Optic Installation Project, P-912; and,
2. Authorize the City Manager to execute the Notice of Completion and submit it
to the Los Angeles County Recorder’s Office; and,
3. Authorize the City Manager to release $9,902.47 in retention to C.T. & F., Inc.
following the expiration of the 35-day lien period.
